About the project

This programme focuses on the provision of technical assistance aiming at:

· Rolling out governance and integrity mechanisms throughout the police force,

· Improving RPNGC community policing capacities, infrastructure and equipment,

· Enhancing capacities in governance, efficiency and integrity of the judicial system,

· Revitalising the Papua New Guinea’s Village Court system,

· Improving gender accountability, monitoring and reporting within the justice system, and ensuring the Programme’s visibility,

· Fulfilling the programme’s budget support eligibility criteria.

About the role

As the project Lead counterpart for the EU Delegation (EUD), NAO and GoPNG and the Team Leader will provide the strategic vision of the assignment, will supervise and coordinate the inputs of the all experts on the programme. He/she will advise on the identification and implementation of activities, and that will entail:

· Steering and managing the assignment as a whole, carrying out a major part of the day-to-day work, dispatching tasks to the other experts of the team;

· Supervising the elaboration, production and quality control of the project outputs, studies and other tasks and deliverables;

· Ensuring the timely preparation of the progress reports and quality control of reports prepared by short-term experts.

The Team Leader will also provide overall technical leadership to ensure coherence of the Technical Assistance programme with the broader planning and implementation of the Budget Support programme. This will include:

· Maintaining close coordination with the EU Delegation and the other programme implementing partners, including the Department of National Planning and Monitoring (DNPM) / NAO, EU – PNG Technical Cooperation Facility, UN Agencies (UNDP / UNODC);

· Close coordination with the main programme stakeholders from the Department of Justice, the Law and Justice Sector Secretariat (LJSS), the RPNGC/Police, and Village Courts;

· Supporting ongoing alignment and coordination of justice sector policy dialogue;

· Supporting monitoring and reporting capacities to capitalise on justice sector reforms.

Requirement

· A post-graduate degree in law, social / political sciences, development studies, or other relevant subjects.

· Extensive experience providing technical assistance and capacity building support to public sector institutions in the area of good governance.

· Significant experience in good governance and/or public administration reform (PAR).

· Proven technical expertise in the justice sector, including project-based experience relevant to police sector and/or justice sector reforms.

· Hands-on experience in supporting EU programme design / implementation / monitoring and evaluation – particular experience with EU Budget Support programmes in the Governance / Justice sectors will be a significant asset.

· Proven Team Leadership experience on long-term international donor-funded technical assistance projects.

· Relevant experience in the Pacific region (PNG in particular) will be a significant asset.

· Excellent written and oral communication in English
