About the Programme
The Revenue Mobilisation, Investment and Trade (REMIT) is a 39-months (2021 – 2025) programme funded by the UK’s Foreign, Commonwealth and Development Office (FCDO). The programme provides technical assistance (TA) to Pakistan to implement reforms for strengthening macroeconomic stability and improving conditions for high and sustained growth, mutual prosperity, job creation and poverty reduction. The Programme works towards supporting the Government of Pakistan, its relevant ministries, institutions, and departments to strengthen revenue mobilisation reforms/initiatives; address investment environment challenges, facilitate trade and drive competitiveness by reducing trade barriers, and improve the macroeconomic policy and its management. Within REMIT, ASI is responsible for delivering technical assistance to output 1 “revenue mobilisation”; and output 2 “investment climate” with cross-cutting elements such as advocacy, communication, behavioural insights, gender, and climate change.
About the Production Monitoring System Analyst role
The role of the “Point of Sale (POS) Monitoring System Analyst” relates to Direct Technical Assistance (DTA) activities which has been designed to implement the REMIT programme by providing technical assistance to the Government of Pakistan on core thematic areas of the programme (tax, investment climate, and macroeconomic management). Within DTA, REMIT is expected to strengthen the institutional capacity of the Federal Board of Revenue (FBR) through supporting FBR on its various organizational Key Performance Indicators.
Based on initial engagements with FBR, REMIT Team has identified “Support FBR in analysing the effectiveness of Point of Sale (POS) system, assess options and provide a plan for refining and expanding the POS system to other retailers” as an important intervention to improve FBR’s institutional capacity.
The scope of POS has been very limited so far. FBR has initiated the integration of all sales outlets of tier-1 retailers with FBR’s central computerized system. The potential is huge since POS captures the value-added chain fully. A POS system can ensure that all sales are reported in real-time to FBR and are duly accounted for in the monthly sales tax returns of such retailers.
There is a need to develop a plan of action to enhance the POS monitoring system and ultimately complete coverage of all sales of goods and services, in identified sectors across the country at the POS with real time data transfer to Inland Revenue Service (IRS) database. There is also a need for a technical support on a monitoring system, that would include quick response technical teams, to sort technical issues and to ensure that the terminals linked to the POS monitoring system are used for transactions. The POS monitoring has been the major focus of FBR in the recent months. It is important to analyse the loopholes and revenue losses resulting from system inefficiency.
In particular, the DTA support provided by the POS monitoring System Analyst under this activity includes:
1. Detailed review of FBR’s current policies, processes, procedures, organisational system, and budgetary allocations concerning the POS monitoring system.
2. Provide recommendations and develop an action plan with targets and milestones expand the POS to other retailers.
Duties and Responsibilities
Specific duties and responsibilities of the Analyst include, but are not limited to, the following:
· Identification of critical gaps and challenges in POS monitoring system by:
- Providing a situational analysis of current systems, policies, and processes in place at FBR for the implementation of POS system
- Providing a detailed analysis of the effectiveness of current POS system
- Analysis of the hurdles in the process improvement
- Identifying critical gaps and potential areas of improvement in POS system
· Developing an action plan to extend/expand the POS monitoring system to other retailers by:
- Conducting a feasibility analysis on extending/expanding the POS system to other retailers
- Providing a roadmap for establishing a POS monitoring system with real time data transmission
- Identifying and recommending possible areas of improvement in the use of POS system.
- Agreeing with FBR on the list of recommended actions items for improvement of POS system
Qualifications
· An advanced degree in Information Technology, Monitoring and Evaluation, or any other related field
· Minimum of 15 years of experience in the monitoring and evaluation
· Practical experience of working with development programmes and government agencies
· Technical proficiency in tax-related subjects concerning Pakistan is preferable
· Strong review and analysis skills, with the ability to review technical policy and legal documents and identify and map key recommendations and actions.
· Ability to engage with senior level government officials, and to facilitate the process of getting things done vis-à-vis timelines, responsibilities and resources required to deliver individual actions.
· Excellent record keeping, report writing, communications and presentation skills.
· Excellent oral and written English.
Reporting
The POS Monitoring System Analyst will report to REMIT’s Team Lead, Revenue Lead, and work closely with FBR.
