Police Reform Advisor

ATSG is seeking resumes for a Colombia Action Plan and Police Reform Advisor to join the International Narcotics and Law Enforcement Affairs, Office of Western Hemisphere Programs (INL/WHP) in Tegucigalpa, Honduras.

The INL/WHP is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice assistance programs for the Department of State. INL/H provides policy guidance, and develops and monitors programs to address the full range of criminal justice issues as they relate to stabilization and reconstruction activities in Honduras. INL has been engaged in an effort with the Government of Honduras (GOH) to build the capacity of the Honduran justice sector. Program activities include institutional capacity building, professionalizing justice sector personnel through legal education and training initiatives, improving justice services, fostering coordination within the criminal justice system, increasing public awareness and access to justice, prevention and extending the formal justice system throughout the country while working with the traditional systems to provide alternative dispute resolution.


Responsibilities:

  • Supports the success of the organization by providing clarity on how programs are achieving bureau, mission, and office goals and objectives established by key stakeholders such as the Interagency, INL, U.S. Embassy-Tegucigalpa, and GoH
  • Provides opportunity for mid-course correction if a program is not achieving its goals
  • Increases the ability of INL to respond with greater agility to changing priorities
  • Communicates the results of INL programs to justify budget requests
  • Keeps the PSC Police Advisor, INL Director, Deputy Director, INL/H and INL/WHP Program Officers, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to Colombia Action Plan and Police Reform activities.

Essential Qualifications:
  • Bachelor’s degree in a related field from an accredited institution or 15 years of relevant experience.
  • A Moderate Risk Public Trust (MRPT) clearance
  • 5 years of experience related to citizen security, legal profession, law enforcement, courts, criminology, and/or public administration.
  • 5 years of experience in management roles that include strategic planning, resource management, budgeting, oversight and evaluation and active management of law enforcement, judicial or prosecutorial operations.
  • 7 years of demonstrated experience in complex crime or security programs aimed at achieving U.S. rule of law and citizen safety objectives.
  • Experience in managing program resources in an overseas environment, including project analysis, design, implementation and evaluation
  • Strong verbal and written skills
  • Communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives; as well as with local community members and groups.
  • Superior Spanish (3/3 level) language communications skills
  • Proficient in Microsoft Office Suite
  • Willing to work in a restrictive hardship environment with potential exposure to criminal elements.
  • Knowledge of decentralized decision-making, which involves flattening the agency hierarchy, increasing tolerance for new approaches in problem-solving efforts, and allowing officers discretion in handling cases.
  • Physically able to reside in Honduras in the areas of Tegucigalpa, or other as assigned, and travel throughout the region.
  • Demonstrated experience in managing program resources in an overseas environment, including project analysis, design, implementation and evaluation
  • Demonstrated prior ability to work independently on projects and issues within overall policy guidelines.
  • Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives; as well as with local community members and groups.
Preferred Qualifications:
  • Knowledge of Honduran judicial system, including courts, prosecutors, defense attorneys, law enforcement, forensics, and law schools.
  • Experience working and/or coordinating with other relevant U.S. government agencies and host nation entities.
  • Experience working as a law enforcement advisor with non-U.S. law enforcement agencies.
  • Experience working in international police development and reform.
