Policy, Advocacy and Communications Manager (Oxfam GB)
Port-au-Prince, Haiti
£25,565 - £34,957 net per annum
One year fixed-term contract
About the role
To develop, promote and lead the campaigns, advocacy and communications with regards to Haiti humanitarian response and related program for the country.
To serve as the policy, advocacy and communciations leader and manager in the Haiti team, with responsibility for maximising Oxfam’s impact on the policies and practices of national and international actors, by working with local actores, civil society, multilateral agencies and government.
- Serves as the main policy and advocacy resource on humanitarian issues for the country team as part of the Senior Management Team and be the OI connection with other Oxfam in the country
- Lead, design and update of strategy and plans in country for advocacy/policy and media work, working along with the national team, and with inputs from other colleagues when adequate, and contributing to the lead, design and update of the global strategy of advocacy/policy and media for Haiti work
- Lead, develop and generates Oxfam’s public positioning vis-à-vis the crisis and the reconstruction further program
- Leading, coordinate, undertakes and commissioning policy research as appropriate.
- Leading, coordinating and generates policy papers, confidential lobby briefs to inform in country, regional and global advocacy actions, and leading media and popular campaign initiatives and products
- Conducts representation and lobbying with in-country UN, donors, government officials and civil society, performing international role as necessary
- Leading and coordinating the lobbying work to key officers in Multilateral Agencies and Diplomatic Missions on all the subjects related to the advocacy and policy strategy, ensuring that it is aligned with the global advocacy and policy strategy agreed on OI
- Provides strategic leadership for advocacy and policy as part of the national management team, based in the analysis of context, problems and solutions in country and globally related to the Haiti crisis and reconstruction phase, taking into account the position of all involved stakeholders (donors, governments, leaders, etc)
- Ensures that all advocacy, policy and media work clearly articulates a gender perspective to messaging and tactics.
- Ensuring the adequate linking of local, national and global advocacy issues in a manner that informs Oxfam advocacy at all levels, and to ensure coherence of messaging.
- Proactively guide the advocacy, policy and media work in country and globally according to the real needs of the Haitian people and the program Oxfam is developing in the country
- Acts as the policy lead in the crisis for Oxfam International (OI), working along with other advocacy and policy team of affiliates engaged with Haiti response either directly or indirectly, ensuring that information flows adequately among all internal audiences
- Manages and directs the work of the Policy and Media team, ensuring alignment in all strategies, plans and products and the information flows also among media and advocacy/policy teams in country and through OI groups
Monitoring results reached by the work developed by the advocacy/policy and media teams according to the agreed objectives, providing adequate feedback to each person in the team on their performance and achievements and adopting the need measures to adjust areas of work, plans, delivery of products, behavious and actitudes by all
- people under his/her supervising line
- Managing budget according to the rules of OGB and providing information and data required to reports and adequate monitoring of the finance implementation against the objectives of the plan/strategy
- Establish a foundation for an efficient handover at the end of deployment.
About you
- Degree in Political Science, International Relations, Sociology or other relevant area
- Experience in humanitarian and development work with national and international non-governmental organizations
- Management and leadiership experience, including budgeting, strategy design and supervising activities
- Knowledge of the country’s context, and the challenges for overcoming poverty
- Knowledge of the roles of different national and international stakeholders in the cooperation and financial environment for development
- Knowledge of Haitian civil society’s dynamics and its role in strengthening democracy and the state of law
- Substantial experience in advocacy and lobbying work
- Knowledge and skills for lobbying techniques, and methodologies for designing advocacy training curriculum and facilitate workshops
- Critical analysis capacity to contribute to programme strategy, evaluation and learning
- Fluency in spoken (and ideally written) French and excellent spoken and written English.
- Experience in drafting different documents - reports, proposals, position documents, communiques, etc
- Computer skills
- Experience of humanitarian matters
- Planning, organisational and interpersonal skills
- Ability for building relationships and team work specially under a stressful situation
- Ability to work with numerous agendas and multiple stakeholders
- Commitment to working towards economic and social justice objectives
- Availability and willingness for domestic and international travel
