Job Description

CARE USA is looking for a Policy Communications Manager who will be responsible for leading the development and implementation of communications plans that advance CARE’s policy and advocacy strategic initiatives. (S)he will have a deep understanding of policy related to global poverty, maintain strong relationships with key media outlets, think dimensionally about raising the profile of CARE and the issues we focus on, and maintain excellent, compelling writing skills. S(he) will be a critical link between the advocacy and brand/communications teams, promoting collaboration and information sharing.

Responsibilities and Tasks:

  • Develop and implement strategic communications plans that advance the organization’s policy and advocacy agenda for each of its priority issue areas
  • Develop and implement a comprehensive communications plan for CARE Learning Tours, through which CARE brings policymakers, media and other decision makers to countries where CARE works to see US investments in poverty-fighting programs first hand
  • Provide communications support to the citizen advocacy and government relations teams
  • Maintain and build relationships with national and key regional news media outlets to advance CARE’s policy agenda
  • Position CARE and support the media needs of policy related events, particularly as they include the President and CEO of CARE or other high level participants
  • Perform other duties as assigned

Qualifications (Know-How):

  • Bachelor’s degree in journalism, marketing, communications, international studies or equivalent combination of education and work experience
  • Five years’ experience in Advocacy/issues communications and strategy
  • Demonstrated experience in plan implementation
  • Excellent writing skills
  • Strategy development
  • Proficiency in Microsoft office suite
  • Ability to manage change
  • Good public speaking/presentation skills
  • Ability to work independently, collaboratively and follow through
