The Center for Global Development in Europe (CGD Europe), an independent, non-partisan research organisation, seeks a full-time London-based Policy Fellow for its Global Health Policy programme.

Policy Fellows typically lead a new line of work on one or more of the various aspects of development policy, in addition to working with other Fellows to support and build on existing research. The Policy Fellow is expected to interact with external audiences for CGD Europe’s work and will line manage Research Assistants and/or Policy Analysts. The successful candidate will have excellent networks in global health and the development policy, research and funding communities, and will have experience managing complex research projects with stakeholder management in a global environment.

The successful candidate will lead a range of international projects, research, strategy analysis and other duties in support of the Global Health Policy programme. They will have a focus on the work of the International Decision Support Initiative (iDSI) in India, but will also work on projects in Sub-Saharan Africa, and contribute to leadership and management of the overal initiative. iDSI is a global reservoir of health, policy and economics expertise. It aims to support countries to make better decisions about how much public money to spend on health care and how to get the most from every dollar they spend. CGD is a core partner in this initiative and functions as the secretariat of the grant.

Duties and Responsibilities

  • Manage grant-execution in partner countries (with a focus on India) including methods, sub-contracting and staff to achieve objectives
  • Contribute to the leadership, management and strategic direction of the iDSI initiative
  • Contribute to building a cohesive programme of applied research and policy work, serving as the hub of programmatic activity and the anchor for all project support
  • Carry out his or her own research and/or policy analysis: publish, reports, papers, policy briefs, and/or short commentaries with recommendations to enhance CGD Europe’s work
  • Lead on new grants applications to expand the work of CGD and iDSI
  • Engage in related policy outreach activities, including speaking engagements, blogging, and interacting at a high level with key individuals and groups in the donor and technical communities
  • Coordinate and consult on programme work with relevant senior staff, including other Fellows, the Programme Director and iDSI Deputy Director.
  • Build relationships with country partners and help support the formation of communities of practice in global health policy and research.
  • Establish and maintain effective working relationships with a diverse range of parties involved in research and strategy advice projects, including CGD staff, national and international consultants and academics, clients, iDSI partners, the iDSI Board and global funders
  • Supervise and mentor mid-level and junior staff and managing their performance and development
  • Undertake frequent short and long-haul travel (up to 35% of the year and some trips lasting for 1-2 weeks or more) to ensure CGD and iDSI have the greatest impact in the countries we work in
  • Perform other duties within the range of skills and abilities of the post holder, as required in support of senior staff

The successful candidate will have the following skills, qualifications and experience:

  • A PhD or equivalent in a global health research, economics, or a related field
  • Significant work experience in global health work with demonstrated ability to design and lead projects, take a project to completion and to generate external support
  • Health economics experience (formal training and practical application, ideally with experience of a Health Technology Assessment Agency)
  • Track record of providing strategic advice to senior health policy makers
  • Demonstrated leadership in grant applications
  • Prominence in the programme area and strong professional relationships
  • Competent in working in complex multi-stakeholder environments, and ability to quickly grasp the political dynamics of new contexts
  • Significant knowledge of current issues and debates in one or more of CGD Europe’s areas of focus in Global Health Policy
  • Excellent oral and written communication skills, as well as high level organizational skills
  • Ability to work independently within a small, closely-knit organization and to contribute to the development of new institutions
  • Willingness to undertake short- and long-haul travel, to further CGD and iDSI impact in country
  • Demonstrated leadership and management skills.
