Overall Purpose
Contribute to the design, formulation, implementation and monitoring of support interventions in the area of public finances, including domestic revenue mobilization and public finances management, in the context of Global Gateway scale-up and budget support. Provide analysis and policy assessments in the area of public finance and economic policies. Provide operational support to colleagues in HQs and EU delegations.
Functions and Duties
+ SPECIAL ECONOMIC SYSTEMS and ECONOMIC ANALYSIS
• Provide analysis and policy assessments in the area of economic policies and public finance in partner countries, in particular in the areas of public finance management and domestic revenue mobilization.
• Assist in the budget support programming process, contribute to the design and implementation of budget support operations, whilst ensuring consistent application of accepted methodologies and guidelines, contribute to monitoring of these operations in specific countries and to provide guidance in the formulation and assessment of budget support indicators related to public finance management and domestic revenue mobilization .
+ POLICY DEVELOPMENT
• Develop and formulate policies, strategies, concepts and guidelines relevant to the specific tasks of the job and the unit’s activities.
• Contribute to the formulation/adaptation of new or existing policies and strategies relevant to the unit’s area of activity and coherent with other Commission policies. In particular, contribute to building and promoting EU positions on domestic revenue moblisation and public finance management in international fora, such as the UN or the G20.
• Provide operational support in the areas of unit’s competence, notably on (i) public finance management - including dimensions that are critical to investment, such as public procurement and public investment management, and (ii) domestic revenue mobilization – including international tax cooperation and the fight against illicit financial flows.
• Contribute to designing and managing EU capacity development initiatives implemented by the IMF, the World Bank, the OECD and/or EU Member States agencies, and representing the European Commission in the steering committees of these programmes.
+ INTER-INSTITUTIONAL RELATIONS
• Provide reports and briefings on demand for high level officials and Commissioners on budget support issues.
• Provide replies to Parliamentary questions on budget support issues.
• Assist in preparing Budget Support Steering Committee.
+ POLICY COORDINATION
• Co-ordinate policies and activities falling within the work program of the unit, directorate or directorate general in order to ensure their coherence with other Commission policies.
• Contribute to and participate in consultations with major donor countries and institutions on policy and strategy issues related to the unit’s competence.
• Ensure the co-ordination of tasks relating to issues involving different services: TAXUD, ECFIN, SG REFORM, ENEST, MENA, FPI, LS, EEAS, including by representing the Directorate General in inter-service groups and taking part in interservice consultations.
+ INSTITUTION REPRESENTATION and NEGOTIATION
• Under the supervision of the hierarchy: represent the Commission vis-à-vis representatives of the Member States, other countries, institutions, public/private organisations and civil society concerning issues of relevance to the policy and work of the unit; participate in the work of international platforms to ensure that the Commission’s policy priorities are well reflected in the deliverables; conclude and manage contracts with implementing partners such as the IMF, the World Bank, the OECD and/or EU Member agencies.
+ EXTERNAL COMMUNICATION (general)
• Inform and explain the policies, strategies and activities of the unit, directorate or directorate general to third parties within the Commission, Member States, donor organisations and the wider public.
• Provide information to outside partners where appropriate and represent Commission under the supervision of the Head of Unit or Head of Delegation, as appropriate.
+ EVALUATION and QUALITY MANAGEMENT
• Contribute to internal and external work to develop instruments, methodologies, tools and practices for the unit’s area of activities.
• Participate in the supervision of evaluation and study contracts as needed in yearly reporting.
• In addition to the above core activities, policy officers may be asked, on the basis of requirements, to carry out ad-hoc activities the unit’s area of activities.

Job-Related experience:at least 3 years
Qualifier:essential
Experience in Economics, Public Finance and Public Finance Management, Domestic Revenue Mobilisation and macroeconomic policies.
+ BUDGET and FINANCE
Job-Related experience:at least 3 years
Qualifier:an advantage
Experience in design and implementation of budget support programmes is an advantage.
