Position title: Portfolio Forecast Analyst - COVAX (Temporary until December 2022)

Location: Geneva or remote (subject to discussion, and current COVID pandemic travel and work guidelines)

Purpose of the position: Developing and refining risk-adjusted forecasts of supply and demand for COVID-19 vaccines to inform the ongoing management of the COVAX Facility vaccine portfolio.

The COVAX Facility (“COVAX”) provides a global solution to the equitable distribution of vaccines to the 190 participating countries and economies. The COVAX Advance Market Commitment (AMC) is an innovative financing instrument that supports the participation of the 92 low and lower-middle income economies in COVAX. Self-financing participants (SFPs) have entered COVAX either as Optional (having the possibility to opt-out of a particular vaccine) or Committed Purchasers. Guided by the WHO fair allocation framework, COVAX will equitably distribute doses to help protect the most at-risk groups. Gavi is working with Alliance partners UNICEF and WHO to ensure that the infrastructure is in place, and the technical support available, for COVID-19 vaccines to be safely delivered to all those who need them.

THE ROLE

The COVAX Facility aims to provide a global solution to the equitable distribution of vaccines. To achieve this, COVAX’s Deal Team is engaging manufacturers globally for supply of suitable vaccines, and engaging COVAX partners and countries on potential vaccination demand scenarios and needs. The linking of these scenarios to financing and funding initiatives is important. We are seeking an individual within the COVAX Deal Team who brings expertise in vaccines forecasting and knowledge of the vaccines environment. They will support these aims by conducting analyses; developing and reviewing forecast models; engaging with internal and external partners; making recommendations; advising senior internal and external stakeholders; and working effectively with key internal and cross-sector stakeholders and teams.

MAIN DUTIES/RESPONSIBILITIES

  • Support manager to analyse, develop and refine forecasting approaches and models to support the supply, demand, delivery and funding related needs of the COVAX Facility and AMC;
  • Support in building scenarios related to supply, demand, delivery and funding parameters;
  • Assist in Identifying and evaluating vaccine portfolio risks – and support decision making on future vaccine opportunities and investments;
  • Collaborate with cross-Secretariat teams (Market Shaping, Vaccine Forecasting and Grant Operations, Vaccine Implementation, Country Programmes, Finance, Policy, Resource Mobilisation, etc.) and external partners (for example, UNICEF, WHO);
  • Work, coordinate and align work with Gavi colleagues and partners in the Vaccines Pillar to ensure complementarity of forecasts, efforts and teamwork;
  • Draft documents and presentations for internal and external discussions and governance.

QUALIFICATIONS

ACADEMIC

  • Degree in maths, science, public health, business or a related field;
  • Advanced degree preferred.

WORK EXPERIENCE

  • Minimum of 3 years working experience in relevant technical field;
  • Experience leading forecasting, modelling work;
  • Experience and knowledge of vaccines sector or public health;
  • Familiarity with international or public sector organisations preferred;
  • Demonstrated excellent stakeholder management and communication across various functions, sectors.

SKILLS/COMPETENCIES

  • Proven track record in developing and executing complex projects and forecasts;
  • Good understanding of vaccine sector, and its supply and demand considerations;
  • Exceptional written and verbal communication skills; with demonstrated ability to deliver high quality work independently within tight deadlines;
  • Exceptional analytical and problem-solving skills; a logical thinker with intellectual curiosity and the ability to think strategically;
  • Effective relationship-building skills both within and outside the organisation;
  • Ability to influence and work with diverse stakeholders;
  • Excellent interpersonal skills and ability to work collaboratively with colleagues from a wide range of disciplines and backgrounds;
  • Able to facilitate, represent, advocate, and align views and positions;
  • Proficiency with Microsoft PowerPoint, Excel, Word, Teams;
  • Excellent communication and presentation skills;
  • Ability to document, synthesise and communicate analyses, results;
  • Familiarity with the global health environment and actors in public, private, social sectors;
  • Ability to work successfully and flexibly in a fast-paced international, multi-cultural, multi-partner environment;
  • Desirable: familiarity with programmatic and institutional environment.

LANGUAGES

  • Fluent in English;
  • Other languages desirable, particularly French.
