The objective is to examine the petrochemical and chemical product sector investment opportunities in Ethiopia with the ultimate aim of creating a sustainable and internationally competitive petrochemical and chemical product sub-sector using a viable and sustainable feedstock, most appropriate technology, efficient and effective facilities layout and efficient sized and scalable operation with supporting infrastructure.
The PCPMP Inception Study will provide the necessary information, data and parameter guidelines for the following stage Pre-Feasibility Study after which, this will inform the expected Final Feasibility Study. The information is to be organized around the four key components: market study; technical configuration; institutional structure; and transport and logistics which collectively contribute to the optimal and sustainable business model. A comprehensive Inception Study report is to be prepared with supporting evidence and recommendations including on whether to proceed to the following pre-investment stages. Following completion of the Market Study component and Preliminary report there will be a consultation with government and decision-points in the contract to review the results.
The main recipients of this work will be DFID Ethiopia, GoE and the people of Ethiopia. Key stakeholders will include the Ethiopian Ministry of Industry (MoI) and petrochemicals and chemical Investors. Other central Government Ministries such as Chemical and Construction Industry Development Institute, Ministry of Mines, Ethiopian Investment Commission, Ministry of Natural Resources Development and Environmental Protection, Geological Survey of Ethiopia (GSE), Ethiopian Mineral Resources Development Corporation as well as regional governments, SMEs, development actors and private sector involved in this sector will also benefit from this work
The Technical Service Provider’s (TSP)’ main point of contact will be DFID Ethiopia Private Sector Development Advisor and Ministry of Industry – Policy Director, on all aspects of study. Relevant information and contacts would be provided by MoI. The TSP would be responsible for their own transport and accommodation.
