1. Objective of the Programme

The objective is to examine the iron-steel-metal product sector investment opportunities in Ethiopia with the ultimate aim of creating a sustainable and internationally competitive iron, steel and metal industry using the most appropriate technology, facilities layout, efficient sized and scalable operation with supporting infrastructure.

The ISMP Inception Study will provide the necessary information, data and parameter guidelines for the following stage Pre-Feasibility Study after which, this will inform the expected Final Feasibility Study. The information is to be organized around the four key components: market study; technical configuration; institutional structure; and transport and logistics which collectively contribute to the optimal and sustainable business model. A comprehensive Inception Study report is to be prepared with supporting evidence and recommendations including on whether to proceed to the following pre-investment stages. Following completion of the Market Study component and Preliminary report, there will be a consultation with government and decision-points in the contract to review the results.

The main recipients of this work will be DFID Ethiopia, GoE and the people of Ethiopia. Key stakeholders will include the Ethiopian Ministry of Industry (MoI) and steel Investors. Other central Government Ministries such as Metal Industry Development Institute, Ministry of Mines, Ethiopian Investment Commission, Ministry of Natural Resources Development and Environmental Protection, Geological Survey of Ethiopia (GSE), Ethiopian Mineral Resources Development Corporation as well as regional governments, SMEs, development actors and private sector involved in this sector will also benefit from this work

The Technical Service Provider’s (TSP)’ main point of contact will be DFID Ethiopia Private Sector Development Advisor and Ministry of Industry – Policy Director, on all aspects of study. Relevant information and contacts would be provided by MoI. The TSP would be responsible for their own transport and accommodation.

2. Scope of Work

The Inception report will comprise four distinct but related components:

  1. Market Study;
  2. Technical Configuration;
  3. Institutional structure; and
  4. Transport and Logistics.

These components are anticipated to be an integral part of designing the optimal and sustainable business model for the market driven iron and steel industry of Ethiopia.

3. Timing and Estimated Budget:

The TSP is expected to visit Ethiopia at least twice. One visit would be to inspect prospective manufacturing and transport and storage sites and meet with organizations and people involved with ISMP and submit the market study at the end of the visit. A second visit would be to discuss the preliminary report findings and way forward.

It is anticipated that this work, including visits to Ethiopia (including any field visits) and all deliverables (including comments on drafts and finalisation of outputs, etc.) should take up to 4 months. An early start is strongly preferred, and it is expected that the selected supplier would be able to mobilise their team within one week of contract signature.

The anticipated timing of the tender process and assignment is as follows:

  • Friday 14 August-Tender Released
  • Wednesday 26 August-Deadline for requesting clarification to the terms of reference
  • Friday 18 September-Deadline for submitting proposals
  • W/c Monday 21 September- Evalutaiton of proposals
  • W/c Monday 5 October-Contact Signiture

  • W/c Monday 12 October- Mobilisation
  • Mid-February 2016- Completion of assignment
