Pre-Supplier Qualification for donor / multilateral funded projects in Sub-Saharan Africa – Procurement Expert

Job Description

CIPS is conducting a supplier pre-qualification of procurement experts in Sub-Saharan Africa (SSA) in anticipation of an expansion of donor / multi-lateral funded activities in SSA. We are particularly interested in procurement experts with experience in French-and Portuguese-speaking countries in SSA. However, CVs from consultants in English-speaking SSA countries are also welcome. For longerterm assignments (3 months and above), we would expect suppliers to be based in one of the countries in which they bring expertise.

• Highlight at least three projects that demonstrate experience in the key responsibilities described below, detailing your exact role, responsibilities and reporting line in these projects.

• Clearly state your sectoral expertise.

• Clearly state whether you have MCIPS certification. If you are in the process of attaining CIPS qualifications, please state your current level. Note that for certain key responsibilities,

MCIPS certification will be required.

Job Summary: To work closely with public procurement entities to assess their procurement functions and lead on the delivery of relevant transformational and improvement activities.

Key Responsibilities

• Conduct landscape analyses of procurement structures and associated financial flows in different sectors based on desk research and stakeholder interviews. Provide reports that clearly set out the regulatory environment for procurement and the end-to-end supply chain of specified products in specified sectors, detailing decision-making and financial structures and highlighting the key challenges and bottlenecks in the system.

• Lead on the assessment of procurement functions in assigned public procurement entities, using a CIPS methodology for which training will be provided.

• Work with the Programme Team to design and recommend appropriate solutions to client challenges in order to improve overall procurement maturity within client organisations.

• Work closely with procurement staff in the Client organisation to implement agreed improvement recommendations to a designated timetable.

• Support procurement entities to understand, adopt and comply with legislative imperatives and regulatory frameworks, whilst maintaining/exceling at technical procurement application.

• Support procurement entities to achieve value for money in public procurement to enhance service delivery and development outcomes with integrity.

• Support procurement entities in adopting the code of conduct and ethical procurement standards to ensure value for money in public procurement, thereby enhancing security of supply, service delivery and outcomes based on integrity.

• Guide Client procurement staff throughout the improvement plan implementation to ensure that the improvements are sustainable after programme close.

• Contribute to the relevant summary/progress/status reports for UK based Team and other stakeholders as required.

• Participate in the identification and management of key stakeholders within the country.
