Job Description

1. 1. DESCRIPTION OF THE ASSIGNMENT

2.1 Global objective

The overall objective of the project, for which this ToR is prepared, is to improve capacities for training, education and employment of the convicted persons and investment in the sustainability of the humane living conditions in prisons.

2.2 Specific objective

The specific objective of this framework contract is to provide technical assistance to the beneficiary for following actions:

1. Review of existing project documentation (Technical Specifications, BoQ and Design Drawings), preparation of the full tender dossier for the execution of works, in order to procure a works contractor via local open tender procedure.

2. Technical assistance to the beneficiary at the tender clarifications stage and during the tenders’ evaluation for works contract.

3. Preparation of the ToR’s for the service contract.

4. Preparation of the Technical Specification and full tender dossier for the supply contract with lots.

5. Technical assistance to the beneficiary at the tender clarifications stage and during the tenders’ evaluation for supply contract.

3. EXPERTS

Expert 1: Team Leader / Civil Engineer I — Senior expert

The Project Leader will execute, coordinate and manage the activities. S/he will ensure the timely and effective implementation of the services and achievement of results, through the proposed tasks. S/he is responsible for liaison between the Ministry of Justice, the Municipality and the Investor and the Contracting Authority, and has to have to ensure that the experts inputs and the working days are distributed in the most efficient and effective manner.

Qualifications and Skills

Required:

• MsC in Civil Engineering
• Fluency in English

General Professional Experience

Required:

• Minimum ten (10) preferably fifteen (15) years of experience in building design/ construction/renovation including civil, electrical and HVAC works.

Specific Professional Experience

• Proven experience as Team Leader in at least one (1), preferably two (2) EU funded projects of preparing works procurement procedure tender dossiers
• Proven experience in at least one (l), preferably two (2) preparation of ToR‘s for works supervision contracts according to PRAG rules;
• Proven experience in rehabilitation/refurbishment/renovation of prisons will be considered an asset;

Expert 2: Civil Engineer II - Junior expert

The junior expert will assist the Team Leader in reviewing the documentation, and preparing the works tender dossier, in particular as regards the aspects of compliance of the tender dossier with the PRAG rules and the Serbian legislation. Knowledge of Serbian would be an asset.

Qualifications and skills

Required:

• BsC in Civil Engineering
• Fluency in English;

General professional experience

Required:

• Minimum three (3) preferably seven (7) years of experience in building design/construction/renovation including civil, electrical and HVAC works.

Specific professional experience

• Proven experience in preparation at least one (1) tender dossiers for building works as per PRAG rules;
• Proven experience in minimum one (1) preparation of ToR for works supervision contracts according to PRAG rules;
• Experiential knowledge of application of Serbian legal framework for building works projects would be an asset.

Expert 3: Electrical Engineer — Senior expert

Qualifications and skills

Required:

• BsC degree in Electrical engineering
• Fluency in English;

General professional experience

Required:

• Minimum ten (10) preferably thirteen (13) years of experience in design, construction, supervision of electrical / mechanical engineering works in the field of energy heating system

Specific professional experience

• Proven experience in at least one (1) , preferably two (2) projects during the last six years in design of electrical / mechanical works for solar energy heating system;
• Proven experience in preparation at least one (1) supply tender dossiers for electrical /mechanical supplies as per PRAG rules;

Expert 4: Mechanical Engineer - Senior expert

Qualifications and skills

Required:

• BsC degree in Mechanical engineering
• Fluency in English;

General professional experience

Required:

• Minimum ten (10) preferably thirteen (13) of experience in design, construction, supervision of mechanical engineering works and commerce.

Specific professional experience

• Proven experience in at least one (1), preferably two (2) projects during the last six years in the field of agricultural machinery;
• Proven experience in preparation at least one (1) supply tender dossiers for mechanical supplies as per PRAG rules;

Expert 5: Expert for procurements and contracts - Junior expert

Qualifications and skills

Required:

• BsC degree in a relevant subject e.g. Economy, Law or equivalent
• Fluency in English;

General professional experience

Required:

• Minimum three (3) preferably five (5) years of experience in Economy, Law or equivalent sector

Specific professional experience

• Minimum three (3) years preferably five (5) years of professional experience in procurement
• Proven experience at least one (1) EU funded project

Language Skills

All deliverables and reports are to be presented in written form in the English language (unless otherwise stated) in electronic format and in hard copy. Task 1 report should be translated into Serbian language.

5. LOCATION AND DURATION

Location: the assignment will be carried outBelgrade, home office, the City ofPoiarevac,Nis, Sremska Mitrovica and possibly other locations inSerbia
