Opportunity


Abt Associates is seeking a senior-level contract management specialist with international development experience to serve as Portfolio Manager for its largest bilateral project, the USAID-funded Integrated Health Program in the Democratic Republic of the Congo (USAID IHP). They will be based in our Rockville, MD office and ensure the operational, technical, managerial, and financial excellence of this large-scale, innovative, health systems strengthening and service delivery program. In its second year, this $314 million, seven-year project will work in partnership with the Congolese Ministry of Health and eight international organizations to transform the way health care is delivered in nine provinces of Eastern Congo, Kasai, and Katanga regions. The Portfolio Manager will supervise the Kinshasa-based Chief of Party (COP) and a home office support team, consisting of a three Regional Program Managers, a Research, Monitoring & Evaluation Manager, and a Senegal-based Senior Operations Advisor. This Portfolio Manager will report to and work closely with the Managing Director for West Africa, Latin America and Caribbean region.


Key Roles and Responsibilities

  • Work in partnership with the Kinshasa-based Chief of Party to manage the project to plan, ensuring and documenting that all project deliverables and milestones are met on schedule and to the expected quality standard. This includes contributing to the development, writing, editing, and quality assurance of all contractual deliverables
  • Lead the home office project support team, cultivating a positive team identity, and overseeing performance management of home office staff. S/he will escalate ethics and performance issues for the home and field offices as appropriate, working collaboratively to resolve them
  • Maintain a big picture vision of the short, medium, and long term budgetary situation. S/he will be responsible for forecasting and meeting targets for gross revenue, direct labor, and fee. S/he will provide accurate information for company revenue and labor planning exercises. Together with the program’s finance team, ensure completeness and correctness of monthly invoices and quarterly and annual financial reports to the client
  • Serve as the liaison among Abt departments, including Human Resources, Legal/Compliance, Finance, Contracts, Procurement, Global Security Office, and IT. S/he will ensure that USAID IHP receives timely and effective support for excellent operations and program implementation while mitigating technical, financial, and contractual risks
  • Document and disseminate major achievements, success stories, and best practices to the client, the International Development Division, and the company. This will include organizing periodic ‘brown bags’ or other internal events to share information within Abt
  • Closely track progress towards achieving – and then billing – the milestone-based fee. This includes proving technical, operational, and M&E support to the project as needed
  • Maintain relationships with the home offices of the eight sub-contractors and together with Abt’s Sub-Contracts lead, manage their contracts, including budgets, scopes of work, and required advance approvals
  • Ensure compliance with all USAID contract requirements as well as with Abt’s internal policies and procedures
  • Model Abt’s values, mentor colleagues, and contribute to building capacity of Abt staff
  • Establish, manage, and maintain excellent client relationships
  • Participate in division leadership initiatives as requested


Preferred Skills / Prerequisites

  • Agile, innovative thinking, and an ability to work with diverse internal and external stakeholders to negotiate solutions to complex problems
  • Comfort working in ambiguity
  • Ability to cultivate and maintain a strong and positive team environment
  • Demonstrated successful USAID contract or cooperative agreement management experience and a thorough understanding of USAID as a client
  • Willingness to travel to DRC at least twice a year, including traveling to implementation sites outside of the capital
  • Prior experience working in Africa or in fragile states in other regions
  • Relevant experience includes overseas project management (COP, DCOP, Country Director/Representative) or senior-level experience managing USAID contracts or cooperative agreements in an international setting
  • FS3 level French required; French fluency would present an advantage
  • Strong writing and presentation skills would present an advantage

Minimum Qualifications

  • MA/MBA (15+) years of experience OR PhD (10 - 15) years of experience OR the equivalent combination of education and experience
