Job Description

Credit Risk Assessment Division, ORM, Office of Risk Management Closing Date: 7 June 2012 , 5:00 p.m. (1700 Manila Time, 0900 GMT) Job Purpose:

Oversee risk assessments and related due diligence work to evaluate risk areas and recommend appropriate risk mitigation measures, including inputs for the terms and conditions of the transaction. Oversee and provide support for the formulation of ADB policies, guidelines and practices on risk management and portfolio monitoring. Work within a framework of broad policies, principles and goals, applying a high degree of autonomy in selection of work methods.

Expected Outcomes

a. Risk Assessment
- Oversee and assess key transaction risks, covering, inter alia, sponsor, commercial and project structure risks in proposed financing transactions.
- Oversee and ensure the quality of assumptions based on due diligence on technical, commercial, legal, regulatory, financial, institutional, governance, managerial, safeguards, fiduciary and capacity considerations.
- Oversee and assess the valuation methodologies and exit strategies for equity investment proposals.
- In cases of state-owned enterprise financing, oversee and assess the value of the entity in question, quality of the investment program or stand-alone project proposed, existing debt structure, strength of the income stream, suitability of the tariff regime and the formulas for changing it, and specific security package to safeguard the interests of ADB.
- Oversee and provide advice and recommendations to the project teams on appropriate risk mitigation measures, deal structuring issues, pricing, terms and conditions, and financial covenants throughout the entire credit approval process.
- Oversee and provide credit notes for all types of nonsovereign transactions during both the concept review and transaction review phases.
- Ensure appropriate pricing of nonsovereign transactions based on the risk profile, capital requirement, portfolio impact, and market considerations. Ensure that each transaction complies with portfolio management objectives with respect to exposure limits, diversification and/or concentration as advised by the Credit Portfolio Monitoring Division.
- Participate in due diligence assessments where the proposed transaction’s complexity or unique risk profile warrants; participate in independent site visits for proposed transactions where warranted.
- Provide inputs into and recommendation for approval of risk ratings for new transactions.
- Provide support for Investment Committee meetings.
- Oversee and ensure compliance with portfolio monitoring objectives with respect to exposure limits, diversification and/or policy guidelines.
- Oversee and provide assistance with complex and multi-disciplinary problem solving.
- Oversee and supervise ad hoc projects and/or assignments.

b. Policy and Methodology
- Oversee and provide support and inputs in the review and updating of ADB’s policies, guidelines and practices on risk management.

c. Credit Portfolio Monitoring
- Work with Credit Portfolio Monitoring Division to oversee and provide support and inputs on overall portfolio monitoring tools, processes and policy.

d. Knowledge Sharing
- Maintain knowledge of emerging best practices, and new Basel standards in risk management.
- Oversee and provide support in organizing and conducting risk training to promote a risk culture in ADB.

e. Staff Supervision
- Create and lead multidisciplinary teams and ensure the overall quality of its work.
- Supervise the performance of teams and individuals, providing clear direction and regular monitoring and feedback on performance.
- Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

Educational Requirements:

Master’s degree, or equivalent, in Finance, Business Administration, Economics, or related fields. University degree in Engineering, Economics, Finance or Business Administration, combined with specialized experience in energy related topics with similar organization/s in lieu of a Master’s degree.

Relevant Experience And Other Requirements:

- Suitability to undertake the responsibilities mentioned above at the required level.
- At least 12 years of relevant experience in an international bank, equity fund, or multilateral/bilateral development organization, in risk management and investment appraisal in areas involving direct or indirect equity investments in funds or pre-initial public offering (IPO) situations.
- Exposure to financial institutions, project finance, corporate finance, structured finance, derivatives and related banking activities highly welcomed.
- Excellent oral and written communication skills in English.
- International experience working in several countries
