This is a term limited non-career position.The Private Enterprise Officer (PEO), Backstop (21) will be based in Afghanistan and will be assigned to a unit such as a Regional Command Center (RCC), one of the Provincial Reconstruction Teams (PRTs), District Support Teams (DSTs), or in some cases Kabul itself. The PEO serves as the principal technical advisor on enterprise development, competitiveness, privatization, microenterprise development, financial sector development, commercial legal reform; policy advocacy for business enabling environment reform, trade policy reform, and other development areas. Also, serves as the point of contact on matters relating to programming in the aforementioned areas. In Afghanistan, he/she will serve as USAID’s primary on-site representative regarding private sector in the province(s) by establishing and maintaining contacts with local businesses, government, and local communities as well as nongovernmental organizations (NGOs), USAID institutional contractors and grantees, relevant international organizations, and other USG agencies (especially the Departments of State, Defense, and Agriculture). The wide range of demands in Afghanistan will likely require the incumbent to provide support, advice, and oversight for activities in economic growth, local government, agriculture, education, health and infrastructure. Applicants may commit for a two year assignment, which must be approved by the mission in afghanistan prior to the start of the second year.

NOTES:

A Private Enterprise Officer in USAID is responsible for development, oversight, management (staff, financial, and technical resources), and evaluation of policies and activities that encourage equitable and sustainable economic growth. They contribute to the development of USAID’s economic growth strategy, and design, implement, monitor, and evaluate programs that encompass a range of activities to support the growth of market economies, including: economic policy; financial sector reform; privatization; legal and institutional reform; micro-enterprise development; agriculture and agribusiness; trade and investment; and enterprise development.

DUTIES:

1. Provides analysis and strategy recommendations for programs that promote private sector development, growth and strong management leading to the design implementation and evaluation of activities in USAID’s portfolio. May be called upon to advise on a wide variety of enterprise challenges and relationships that cut across other development sectors.

2. Collaborates closely with government counterparts, private sector, donors, and institutional contractors in advancing economic development through institutional expansion of public and private sector entities.

3. Assists USAID in promoting a level playing field for private enterprises and a competitive and open market economy. Together with the Economic growth Office and Contracting Officer’s Technical Representative, plans, develops, and manages programs and activities. Often manages activity implementation at the provincial level. Identifies and resolves program issues, ensures that all activities in the province are carried out in a technically sound, cost-effective manner and are in accordance with all applicable USAID requirements.

4. Acts as the chief advisor on private sector development to the commanding officer of the unit. Advises the Provincial Governor, District Governor, mayor, local councils and village elders on policy regulations in addition to other factors associated with private sector development. Interacts with local entrepreneurs to promote economic growth and job creation.

5. Identifies needs and drafts scopes of work for technical assistance required to complete the above tasks. Shares information with colleagues working in other sectors to promote complementarity and cost efficiencies.

6. Works closely with USAID, Department of State, and other USG colleagues plus coalition forces to develop and maintain an activities matrix of all funded activities to promote better coordination and resource utilization.

7. Performs other duties as assigned.
