Job Description

The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the International Development Association (IDA) towards the cost of the Private Sector Development Capacity Building Project (PSDCBP), which is designed to facilitate increased growth and competitiveness of the private sector and intends to apply part of the proceeds for consultant services.

One of the components of the project is aimed at assisting the implementation of the Privatization Program of commercial public enterprises, more specifically the Privatization Action Plan of the Privatization and Public Enterprises Supervising Agency (PPESA) under the Ministry of Trade & Industry, over the next five years.

The tasks to be performed by the transaction advisor include the following: *

1. Provide technical support in the preparation, pre-qualification and bidding processes and implementation of direct and other privatization modalities;

2. Assist in the implementation of project procurements;

3. Supervise consultancy contracts that are donor supported;

4. Plan and coordinate privatization related trainings and study tours; and

5. Liaise with project funding agencies.

The Public Enterprises Supervising Agency (PPESA) now invites eligible consultants who have at least 10 years of professional experience with a hands-on and demonstrated extensive experience in the implementation of privatization programs, as well as being familiar with donor funding and procurement procedures, in particular those of the World Bank and African Development Bank, to indicate their interest in providing the services, detailing their areas of experience, current CVs and references from the management of privatization agencies for whom they have worked. The submission must include a short precis on previous assignment and on practical work undertaken. On their submission, consultants should give an indication of availability and the advance notice required prior to mobilization.

The assignment will be for a period of twelve (12) staff-months spread over twenty-four (24) calendar months. The services shall be provided in Ethiopia and at the Advisor?s home office as appropriate. The consultant employed will, for the period of the assignment, be integrated into and work with the relevant department of PPESA.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
