Job Description

The USAID-funded South Caucasus Regional Water Management Program is seeking a detail-oriented Procurement and Grants Officer to support the operations of the field office. The person selected will work closely with the Operations and Finance Lead to ensure the effective procurement and grants management of the Program. He or she will ensure that the program’s related activities are managed effectively and in compliance with USAID regulations and Deloitte policy.

Program Background:

The SCRWM Activity is a five-year program funded by USAID and meant to support effective transboundary cooperation and water management among Azerbaijan, Armenia, and Georgia. This will set an example of successful regional cooperation on shared priorities, mitigating conflicts, and contributing to peacebuilding in the South Caucasus. This project will also concurrently achieve social, economic, environmental, and climate change objectives.

The project will implement three cross-related objectives:

  • Objective 1 - Transboundary environmental and water management networks developed at various levels across the South Caucasus.
  • Objective 2 - South Caucasus stakeholders take a harmonized approach to transboundary water governance.
  • Objective 3 - Communities incentivized by introducing new technologies, approaches, and economic models to rationally use water in a manner that demonstrates the benefits of improved water resource utilization across boundaries.

Supervisor and Reporting Responsibilities:

For all routine responsibilities and duties, either directly or indirectly related to the Position description, the Employee shall report to and be supervised by the Operations and Finance Lead.

Key Responsibilities:

The Procurement and Grants Officer shall perform the following general functions:

  • Participate in grant award process, including development of application forms; procurements
  • Manage overall grants program;
  • Serve as liaison between field team and Home Office for all procurements;
  • Work with Operations Lead to synchronize procurement activities with program administration;
  • Work in tandem with Home Office to ensure all procurements are in line with USAID regulations, Deloitte policy and are conducted in a timely manner
  • Report on metrics associated with grant application and administration;
  • Issue APS, Calls for Concept Papers, and RFAs and accepts responses;
  • Draft USAID approvals on grants recommended for funding;
  • Manage and Approve close-out process for the grantees;
  • Oversee compliance with USAID regulations and Deloitte policy;
  • Conduct above activities on the Fluxx system as applicable;
  • Participate in the proposal review panel for the selection of grant recipients to ensure that they meet program objectives and comply with USAID regulations;
  • Serve as principal contact for all grant applicants and other potential partners, developing application documents and respond to additional requests for information;
  • Develop clear recommendations for grant managements based on site visits to project sites, program results to date, project implementation challenges and grantee inputs;
  • Ensure that individual project budgets and work plans adhere to stated targets including monitoring individual grantee activity budgets, preparing quarterly accruals, tracks budget spending;
  • Ensure smooth implementation, reporting and tracking of the individual project;
  • Collaborate with grantees to provide project management support, train on USAID rules and regulations, data collection;
  • Organize and maintain all project documents and files related to grant process and individual grantee activities;
  • Support Component Lead in all reporting activities and perform all other duties assigned by the Lead and/or COP.

Minimum Qualifications:

  • Degree in finance, management or similar from and accredited academic institution
  • 3-5 years professional experience in the field of project financial management, grants management, procurement or similar
  • Experience in international donor-funded projects’ grants and procurement is considered as an asset
  • Experience with procurements and logistics desired
  • Basic Excel, Word and PowerPoint knowledge required
  • Experience working with event planning, financial management, and in a fast-paced environment
  • Individual should display a positive, team-oriented attitude to match our friendly work environment
  • Fluency in English
