Overview

Supporting School Sector Development Plan (SSDP)- External Monitoring, Review and Evaluation Team for the Asian Development Bank (ADB) funded project in Nepal.

The main objective of the assignment is to support the SSDP program secretariat and development partners by undertaking mid-term review (2019), annual fiduciary reviews (2019-2021), and final evaluation (2021) of the SSDP. In addition, QED might need to undertake other ad hoc reviews of programmatic elements as and when required. QED is recruiting for Procurement Audit Specialist to ensure successful implementation of annual fiduciary review of the SSDP project. The procurement audit specialist act provide a broad range of services as needed. The position is based in Kathmandu, Nepal, for a total of six months through the evaluation timeline. The position is contingent upon award.

Essential Duties/Tasks and Responsibilities

  • Audit the process for selecting the suppliers, contractors and consultants for a wide variety of goods, works and services.
  • Review the process of preparation and procurement and procurement implementation plans.
  • Audit the development and implementation of procurement rules, procedures, requirements and best practices.
  • Review the procurement process.
  • Review contract and grants administration.

Required Knowledge, Skills and Abilities

  • Familiarity of international best practices in procurement procedures, project administration, contract procedures and project follow-up.
  • Working experience in Nepal.
  • Minimum 1 year of experience working as a procurement professional.
  • Oral and written fluency in English required.
  • Computer competency required.
  • Education: Bachelor’s Degree.
