Description: We are looking for a Procurement Expert for the following project in tender stage:
The Government of Rwanda established a fund to support environmental protection, climate change mitigation, and the transition to a green economy. Goal is to create and manage a financing mechanism to facilitate Rwandan public institutions‘ access grants for climate change projects. The goal is to enhance climate resilience and reduce greenhouse gas emissions in line with Rwanda’s Nationally Determined Contributions. The project will assist in managing the process and overseeing project implementation.
Tasks include:
· Assistance in general facility management, project selection, implementation, procurement, disbursement, and the establishment of environmental and social management frameworks
· Assitance to ensuring that IP projects adhere to technical and design standards, as well as environmental and social safeguard requirements, through conducting feasibility studies, design studies, and tendering processes
· Providing capacity building
Qualifications:
· Master’s degree in Economics, Engineering, Business Administration or Supply Chain Management or similar
· 10 years of professional experience with funding and procurement of works, goods and services in internationally financed projects, preferably KfW, including:
· Management and reporting on funds provided by international financial institutions/donors
· Monitoring use of funds and on auditing accounts on sub-project level
· For International applicants: Working experiences in Rwanda and the Region is required
· For Rwandan/Local Experts: At least 5 years working experiences outside of Rwanda is required.
· Languages: English level C1-C2 (Common European Framework of Reference for Languages) is required; Kinyarwanda and French are a plus
