GIZ International Services is searching a Procurement Expert for the project “Financial Management And Fiduciary Control (FMFC) Services Sudan” funded by “The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM)” in the Republic of the Sudan.
As Procurement Expert you will be a core team member of the Financial Manager and Fiduciary Control Unit (the “FMFCU”). The FMFCU shall provide a broad range of financial management services to the Sudanese Ministry of Health in implementing the activities funded by the GFATM.
Objectives of the FMFCU are:
- Mitigate the risk of fraud or misuse of grant funds and reduce ineligible;
- Ensure the continuity of program implementation in high risk environment by ensuring that safeguards are in place with respect to global fund investments;
- Ensure effective controls are in place on the use of global fund grant funds and that all payments are eligible, justified and adequately supported;
- Ensure that financial records for all transactions are maintained accurately and on a timely basis;
- Ensure that reporting to the global fund is accurate, timely and in accordance with the grant agreements and any applicable policies and guidelines of the global fund.
Your tasks
- Procurement of goods and services;
- Support the FMFCU to diligently perform all services necessary to ensure that all procurement activities are conducted in accordance with the Grant Agreement, the Framework Agreement between the Global Fund and the FMFC;
- Ensure that all requests to commit funds and/or to make payments as part of the grant implementation: (i) are complete and accurate in terms of supporting documentation; (ii) are justified based on the approved budget and work-plans, as well as the Procurement and Supply Management (“PSM”) and Monitoring & Evaluation plans (M&E); (iii) have been appropriately authorized; (iv) pertain to an eligible expense; and (v) are directed to the correct recipient;
- Verify whether services have been provided and/or goods procured have been received;
- Ensure the compliance with procurement-related guidelines and regulations of the Sudanese Government and the GFATM, as applicable of payments relating to the procurement of goods and services;
- Verify, update and support the finalization of Procurement Procedures Manuals;
- Capacity building: The FMFCU may be asked to conduct an assessment of the recipient’s procurement staff in order to identify the strengths and weaknesses and in such case recommend a capacity strengthening and mentoring plans.
Your profile
- Master in Business Administration or Finance; Accounting certifications like ACCA (Certified Chartered Accountant or Certified Public Accountant, CA or CPA;
- Significant Experience in Procurement / Financial Management / Fund Management;
- Good Knowledge of GFATM funded projects and GFATM procurement procedures;
- Experience working on large donor-funded projects related to Financial Management/ Fund Management & Capacity Building in developing/ transition countries;
- Experience of working in Sudan and/or similar environment is an asset;
- Excellent working knowledge of report writing skills;
- Demonstrated track record in successful stakeholder engagement and strong teaming skills;
- Fluency in English (oral and written), Arabic is an asset.
Assignment period
The intended commencement date of the project will be approximately November 2015 with an implementation period of 18 months.
