Job Description

The Partnership for Supply Chain Management (PfSCM) is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President?s Emergency Plan for AIDS Relief (PEPFAR). The purpose of the contract is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals and other products needed to provide care and treatment of persons with HIV/AIDS and related infections. SCMS will offer services in focus countries identified by USAID, with SCMS field offices established in key countries as required by the scope of work in the country.

Overall Responsibility:

The Procurement Manager, Diagnostic & Laboratory Supplies (PM, Diagnostic & Laboratory Supplies) will be responsible for the overall management of procurement requisitions for all non-pharmaceutical products. The PM, Diagnostic & Laboratory Supplies will work with the Demand and Fulfillment Planning Manager (DFP) and other procurement unit colleagues in the preparation of the Procurement and Inventory Plans. He/she will instruct the respective Procurement Services Agent (PSA) in the fulfillment of orders for pharmaceutical products. Working through the PSA he/she will ensure that delivery dates and service levels are met. He/She will manage the stock volumes as determined in the Inventory Plan and shelf-life in the RDC?s. In close collaboration with the DFP Manager, ensures that orders and required service levels are established. The PM, Diagnostic & Laboratory Supplies is responsible for managing the performance of the respective PSA.

Specific Responsibilities:

Manage the procurement process with the respective Procurement Services Agent (PSA) including international procurement executed by the PMO and PSA and tendering undertaken by the PSA.
Manage relationships with major suppliers with ultimate responsibility for timely performance of the procurement process in the acquisition of quality assured commodities.
Work collaboratively with the Procurement Coordinator and the Contracts officer in the preparation and execution of major frame agreements with vendors (IQCs).
Coordinate and oversee procurement activities of the respective PSA, including liaising with in-country teams and close collaboration with the DFP and FF managers.
Ensure that all commodities meet the appropriate quality standards, in specific regard to pharmaceutical products that all commodities supplied pass USG/FDA tests of Quality, Efficacy and Safety or other such appropriate standards.
Ensures minimum stock and optimization of stock levels as agreed upon in the Inventory Plan.
Preparation and regular maintenance of pricing, delivery and other service level information for the SCMS catalogue.
Communicate any changes to the e-catalogue required based on the current procurement period ? i.e. new vendors, new commodities, new prices, new dosage forms, new formulations, new packaging, new procurement terms, new handling instructions, new order fulfillment periods, etc
Management of client orders, working with the Procurement Director  and DFP agree how orders/requisitions will be fulfilled to make best use of available stocks, continue to obtain best prices and meet the clients? service level expectations.
Handles and manages recalls, complaints and any other potential issues, as per instructions and/or SOP of the Quality Assurance Unit
Establishment and continuous improvement of an efficient and effective procurement management system, meeting quality standards.
Ensure procurement policies and standard operating procedures are followed.
Ensure that procurement is open, compliant, transparent, competitive, and carried out in accordance with US Federal Acquisition Regulations (FAR).
Contribute to the preparation and submission of Request for Waiver to USAID through the Procurement Unit Coordinator and Contracts Officer.
Work with the respective PSA in the management of SCMS global supplier relationships.
Ensures that the procurement data in the MIS system is maintained update by the respective PSA.
Represent the procurement unit with other agencies and organizations as appropriate.
Contribute to the management of international supply chain to make most cost effective use of SCMS buffer stocks, manufacturers' fresh supply or buffer stock and in-country stocks.
Assist the freight forwarding teams to expedite fulfillment of emergency orders.
Support in-country unit management to complete commodity registrations as required.
Ensures that documents and information are provided for customs clearance.

Qualifications:

1. Higher degree in economics or business management and eight to ten years in supply chain management. 2. A proven record in an international procurement in the public sector and a strong knowledge and experience of the challenges involved in providing an effective service in the developing world. 3. Significant relevant experience in international business with substantive experience in procurement, commodity policy, management, supply chain systems strengthening and manufacturing. 4. A proven record in international pharmaceutical markets, with specific reference to commodity requirement for HIV/AIDS prevention, treatment and care programs. 5. Excellent knowledge of internal processes and procedures of the respective PSA. 6. Advanced commercial and negotiating skills at a senior level in international supply. 7. Strong interpersonal skills, preferably with experience of building and managing new teams, and an ability to work across disciplines and in diverse locations internationally. 8. Strong self-management skills with a high level of initiative, creativity, and assertiveness. 9. Excellent organizational, planning, negotiating, and problem-solving skills. 10. Cultural sensitivity. 11. International donor work experience required; USAID-funded programs a definite plus. 12. Experience with USAID and other Federal Acquisition Rules. 13. Excellent written and verbal English language skills required; French, Portuguese, or other relevant foreign language, a plus. 14. Demonstrated ability with Microsoft Office, including databases, spreadsheets and presentations; and ability to learn new software packages. 15. Experience and availability to travel and work internationally.
