Job Description

The Procurement Specialist for the TATWEER project’s Energy Fusion Cell support in Baghdad will serve as technical advisors to the Iraqi Ministry of Oil. The Procurement Specialist will be oil subject matter experts (SME) with specialized skills in the procurement of commodities and services common to those sectors. The specialists will represent the full range of the acquisition life cycle from defining needs (e.g., project design) to tendering to contract management.

Responsibilities: • Provide purchasing support for assigned Ministry; • Establish proper organization, policy and procedures for control of procurement of both project and operational support goods and services; • Managing routine and complex purchase orders and/or service orders; • Preparing source lists of bidders and suppliers; • Managing the bid cycle for material procurements and services; • Coordinating the technical and cost review of submitted proposals; • Managing the contract documents; • Preparing the RFP/RFQ documents, bid tabulations, recommendation for award on purchases not covered by existing contracts; • Providing the Ministry with market information (e.g. bid estimates, pricing trends, availability of goods); • Ensuring project purchasing activities are consistent with purchasing policies and philosophies (i.e. material standardization, use of contracts, consistency with international procurement standards); • Assembling contractor historical safety statistics to be utilized in evaluating and awarding large construction projects.

Desired Qualifications • Degree in Business Administration or related field; • Experience managing the change control process in relation to types of contracts; • 15+ years experience supervising the administration of large scale contracts and procurements in the Oil and Gas or the Electricity sectors; preference given to candidates who have functioned as corporate purchasing representative or contract manager in the Middle East; • Familiarity with accounting and finance disciplines; • Applicable experience.
