BACKGROUND:
The International Rescue Committee (IRC) is one of the world’s leading agencies working in post-conflict and development contexts, supporting communities in over 40 fragile, failed and developing states. The IRC opened the country program in Afghanistan in 1988. Our programs span the range from humanitarian relief to early recovery and development activities, focusing on emergency response, child protection, education, economic wellbeing, and health. The IRC works in 9 provinces throughout Afghanistan, among which some of the most security volatile, and employs nearly 600 staff. IRC Afghanistan operates an annual portfolio of $12 million, through the implementation of over 14 grants country-wide funded by 10 different international donor agencies.

SCOPE OF WORK: IRC Afghanistan’s Program Design & Grants (PDG) Coordinator is responsible for the oversight and management of the Program Department’s Grants Unit. The PDG Coordinator reports directly to the Deputy Director of Programs (DDP). The position will directly manage one or two staff and is based in Kabul with periodic travel to the field. Key relationships are with the Finance Controller/Department and sector leads in-country, IRC’s headquarter offices in New York and London, and donors and partner organizations. The PDG Coordinator provides support and strategic guidance to the country office on issues of program development and quality, grants/sub-grants management and compliance, and donor relations. S/he leads proposal development processes and supports a variety of aspects of project cycle management, including assessment, analysis, and design; negotiation with donors, partners, and other stakeholders; project start‐up and implementation; grant monitoring and modifications; documentation; and grant closing.

DUTIES AND RESPONSIBILITIES:
Program Design & Proposal Development
* Working with DDP and sector Coordinators, develop comprehensive program designs, and then develop subsequent project/proposals. This requires both a macro and micro understanding of the country strategy and composition;
* Lead proposal development initiatives in close collaboration with DDP; providing overall coordination function between HQ, IRC’s global technical advisors, partners, finance, operations, HR, and program focal points to ensure smooth and timely proposal development experience;
* Serve as team leader, and key writer for all proposals (and working with other team leaders when resources area available to support them (i.e. consultants, or DDP, GM, etc);
* In collaboration with Accountability & Learning (M&E) Coordinator, contribute to the design and implementation of comprehensive and appropriate contextual analysis and needs assessments/data collection as necessary to feed into project designs and proposals;
* Monitor major donor trends (policies, strategic directions, etc.) and funding opportunities through regular research and monitoring of information on relevant websites and/or other sources;
* Support program growth aligned with strategic priorities through liaising and collaborating with respective TUs on program design, researching context, gaps, needs assessments, and viable new funding opportunities.
* If sub-granting occurs; supervise and coordinate sub-granting/partnership processes in support of IRC Afghanistan’s partnership initiatives, with particular focus on local partners. This includes oversight of and guidance on streamlining sub-granting/partnership tools and processes, staying up to date on IRC rules and guidelines related to sub-granting, and ensuring other relevant staff understand and can effectively use/support related tools and processes.
* Support various aspects of project start‐up, during the transition between proposal to project.

Grants and Partnerships Management
* Supervise Grants team and ensure efficient use of human resources and coordinated approach to workflow.
* Supervise Grants Manager, ensuring quality outputs and supporting/facilitating their work through joint work flow planning, communication with key working relationships, and identification of special/complex issues requiring special attention/support.
* Review key reports prepared by Grants Manager/Officer and provide guidance on ways to further strengthen.
* Ensure strategic action plan commitments and milestones owned by and/or relating to the grants and sub-grants team as key contributors are delivered/supported.

REQUIREMENTS:
* Relevant degree (Bachelors) in development studies, social sciences, or other relevant field
* At least two years of similar work experiences, preferably with peer NGOs, which would represent role at the crux between country level implementation and HQ/donors with regard to Grants management and proposal development. This similar work will also demonstrate experience in proposal development, preparation of logical frameworks, budgets and grant management
* At least four years’ experience in sector of international humanitarian/emergency contexts with multiple sectors
* Excellent diplomacy skills, patience and clear communication skills
* Experience with hands on field level/ direct program management and a plus (contributing to knowledge of each function of project cycle)
* Experience with various donors, including USAID, OFDA, UNICEF, ECHO, etc; and private funding sources
* Ability to independently organize work and prioritize tasks.
* Team leadership and supervision experience and skills
* Excellent written and oral communication skills, strong interpersonal skills , fluent in English
* Proficient in MS Office, MS Word, MS Excel, and MS PowerPoint
