Position: Program Director
Location: Alexandria, VA
Description: The Civil-Military Initiative (CMI), a policy initiative of the Office of African Affairs of the Office of the Secretary of Defense, will help optimize comparative advantages among organizations that share increasingly interconnected security- and stability-related roles in Africa. Through seminars, workshops, and other events, CMI will facilitate relationships, networking opportunities, information sharing, problem-solving, de-confliction of efforts, and the development and dissemination of lessons learned in the civil-military interface. CMI participants may include elements from the Department of Defense, other interested USG executive agencies, and interested multinational, non-governmental, academic, and private sector organizations.
The Program Director will be responsible for overall direction and strategy of the CMI, in coordination with the Senior Consultant and the Regional Programs Director of the Office of African Affairs of the Office of the Secretary of Defense. The Program Director will have a strong focus on intellectual content development of the CMI (mission/vision, determining near-term requirements and long-term focus and identity). Will represent CMI with senior-level personalities in the D.C. interagency community (Dept of Defense, Dept of State, etc) and abroad, as well as with members of the IO/NGO communities in D.C. and Africa. The Program Director reports to the Senior Consultant. The Program Directir will determine the overall identity, direction and strategy of the CMI, in coordination with the Senior Consultant and the Regional Programs Director of the Office of African Affairs of the Office of the Secretary of Defense; Initiate and participate in consultations with potential stakeholders within the USG interagency, including the military, as well as NGOs and other relevant civilian actors, and helping determine appropriate partners for the CMI; Foster and maintain interagency and civilian relationships and linkages; Serve as the expert for the CMI on issues related to civil society/civilian organizations; Write content papers, draft presentations and website content, and help establish research capability and conferencing capability; Manage CMI team; Establish office for team of four; and Other duties as assigned.
Criteria: Masters degree or equivalent have 15 years of experience with increasing ence working with development NGOs or development ence in Africa required.
Experience interacting with the military in program design or implementation preferred. Must have strong diplomatic skills and be comfortable working with high-ranking officials in both the civilian and military environments. This is a new initiative that demands flexibility and creativity.
Note: Ability to successfully complete the Stanley Background Investigation to include; 50 State Criminal, Education, Employment, Credit and Driving Records Checks for continued employment is required. Possession of a Government Agency Background Investigation/Security Clearance is required to begin employment. Your ability to maintain this clearance is required for continued employment; US Citizenship is required.

Salary: Negotiable based on experience and qualifications.
