Devex Talent Solutions is currently engaged with TechnoServe in their search for a Program Director, ZCAP Grant Manager – Agriculture Sector Project to be based in Mozambique.


BACKGROUND:

The ZCAP Grant Manager – Agriculture Sector project, funded by the Millennium Challenge Corporation (MCC) and managed by the Gabinete do Desenvolvimento do Compacto-II in Mozambique, aims to enhance agricultural productivity and promote sustainable growth in the Zambezia province. The anticipated project involves the management of a results-based grant and technical assistance facility, which will provide support to agricultural aggregators. Over a 5-year period, the anticipated project will focus on implementing innovative solutions to improve agricultural value chains, strengthen farmer cooperatives, and increase market access. The selected consultant team will be responsible for overseeing grant disbursements, ensuring compliance with MCC’s environmental, social, and fiduciary standards, and delivering technical assistance to maximize the impact of the grants. This project is a key component of the Promotion of Reforms and Investment in Agriculture (PRIA) initiative, designed to drive inclusive economic development in rural Mozambique.

RESPONSIBILITIES:

  • Leading overall implementation and management of the program
  • Providing strategic guidance, leadership, management, and general technical oversight of the program, with an unwavering commitment to delivering results through partnership
  • Serving as a liaison and driving shared vision and strategy among consortium members, donors, government agencies and private sector actors
  • Recruiting, leading, managing, and supervising a complex consortium of implementing partners, technical organizations, and service providers Fostering collaboration, learning, and adaptive management to inform decision-making, communicate with stakeholders, and drive impact
  • Ensuring coordination with a range of donor-funded programs
  • Ensuring that program outcomes and deliverables are completed on time, within budget, and in compliance with donor and TechnoServe requirements

BASIC QUALIFICATIONS:

  • Master’s degree in agriculture, economics, business administration, social sciences, or similar.
  • Minimum 7 years’ experience in grant administration in the agriculture sector, particularly in developing countries, in similar size projects, including managing operational budgets, managing disbursements, cost allocation and tracking, experience with procurement procedures, and grant reporting to international donor agencies (Or a Bachelor’s Degree, plus 10 years of experience)
  • Proven track record in structuring and managing milestone-based and performance-based grants, (with strong grants and technical assistance components) aimed at market stimulation
  • Experience overseeing technical program areas as well as operational functional areas including financial management, budgeting and procurement
  • Experience hiring and managing multi-disciplinary teams Fluency in English and Portuguese

PREFERRED QUALIFICATIONS:

  • Strong understanding of the agriculture sector in Sub-Saharan Africa, with a preference for Mozambique.
  • Knowledge of social and gender issues, particularly women’s entrepreneurship in Mozambique.
  • Experience managing reporting relationships with government stakeholders and large development organizations is highly desirable

KNOWLEDGE, SKILLS AND ABILITIES:

  • Demonstrated effectiveness in strategic thinking and policy analysis and able to dialogue with host country government
  • Demonstrated ability to coordinate and engage with a wide range of stakeholders including: government, private sector, NGOs, civil society, research institutions, agribusiness firms and financial institutions
  • Ability to effectively motivate and manage teams in a multicultural environment
  • Ability to work under tight deadlines while managing multiple tasks and activities Ability to develop well-written, cohesive analyses and reports
