PYXERA Global’s Enterprise and Community Development (ECD) Division catalyzes partnerships to achieve sustainable economic growth of local enterprises and communities. PYXERA Global is seeking a Program Manager with experience working on sustainable enterprise development initiatives. The Program Manager will manage the agreements between PYXERA Global and its clients, the promotion of the program, and the recruitment, hiring, and retention of long-term and short-term technical assistance staff (LTTA and STTA) within the field of enterprise development. This individual develops excellent collaborative working relationships with counterparts, other contractors, international organizations and donors toward the achievement of shared goals.
KEY POSITION RESPONSIBILITIEs
The Program Manager will be responsible for the implementation of PYXERA Global’s programs and business development activities. The position reports to the Associate Director. Key responsibilities and level of effort include:
Management/Related Administration – 60%
· Serves as the main point of contact for enterprise and entrepreneurship development projects funded by USAID and other donors, providing vision, direction, leadership, and management for the agreements. Works collaboratively with colleagues and partners to support program success.
· Provides technical, operational, budgeting, and managerial oversight to all aspects of the projects to ensure all activities and deliverables are executed with quality and timeliness.
· Establishes and maintains highly collaborative working relationships with relevant USAID missions, donors, and in-country stakeholders.
· Ensures that all activities are undertaken in full compliance with PYXERA Global’s standard operating procedures, USAID policies and regulations, contract requirements, and national policies and laws.
· Ensures optimal use of human, financial, and physical resources to successfully meet project milestones, objectives, deliverables, and targets.
Technical:
· Responsible for the overall technical direction of enterprise and entrepreneurship development projects, ensuring quality and timeliness of all deliverables.
· Promotes sustainability of enterprise and entrepreneurship development project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening.
Business Development – 25%
· Maintains a strong network in the space of enterprise development and entrepreneurship amongst USAID, DoS, private sector, and other relevant stakeholders.
· Conducts research, both technical and financial, for new program opportunities in various regions.
· Leads proposal development, review, and delivery.
· Leads the creation of visual data representations for proposals.
Other– 15%
· Engages as a member of the PYXERA Global staff team, including participating in staff meetings and other PYXERA Global events, and providing technical support to other team members, as needed.
· Provides technical assistance to PYXERA Global’s divisions, including but not limited to: Technical Assistance and Evaluation, Communications, Gender and Inclusive Development, Strategic Initiatives
· Other duties as assigned, which may include but will not be limited to, providing surge support on other operations or business development related tasks.
· Performs other tasks as assigned.
KNOWLEDGE & SKILL REQUIREMENTS
· Minimum of a Bachelor’s Degree required; Master’s Degree preferred
· A minimum of 5 years of experience in program management is required
· Working knowledge of and experience with USAID-funded program management, policies, regulations, and procedures; experience managing cooperative agreements, grants, and/or contracts
· Prior experience managing cooperative agreements and grants is strongly preferred
· Familiarity with diversity, equity, and inclusion (DEI) best practices in hiring and recruitment processes
· Excellent communications, writing, reporting, and presentation skills required
· Experience managing sub-grantee and subcontractor relationships and performance
· Experience with tracking and managing complex budgets as well as with financial reporting
· Experience managing complex relationships with a variety of stakeholders at different levels
· Experience writing and leading proposal development strongly preferred
· Ability to work in an appreciative, strengths-based environment and to guide others in using an appreciative approach
· Experience working in performance management, developing learning plans, mentoring staff, and supervising remote staff/consultants at different levels of their career
· Experience working in or with the private sector highly desirable
· At least 2 years of working experience in Eastern Europe
· Proficiency in Russian and/or Ukrainian languages is highly desired
