Program Manager

The Program Manager allocates his/her time equally to program management and new business development. The Program Manager has administrative, technical, and management responsibilities related to the execution of specific programs in the practice area. In addition, the Program Manager engages in specific new business activities under the guidance of the IESC practice lead responsible for that effort. The Program Manager reports to the Associate Vice President of the Trade and Market Driven Agriculture Practice Area and is supported by a Program Associate. It is anticipated that the Program Manager will travel up to 25% per year.

Program Management

The Program Manager will be responsible for the home office management of programs assigned to the position, including:

  • Supporting field office leadership to deliver technical solutions within a framework of compliance and solid financial management.
  • Ensuring program deliverables are met and on schedule and that program activities are compliant with client agreements, government regulations and IESC policies and procedures.
  • Serving as the key point of contact for the prime implementing organization.
  • Contributing to development of program technical deliverables including work plans and annual reports.
  • Responding to client requests and questions and ensuring timely drafts and submissions of consents, approvals and/or waivers.
  • Managing the financial relationship between the field and the home office including approval and review of cash requests, field expense reports, and budget review, as well as coordinate pipeline and accrual submissions.
  • Managing, monitoring and reporting on budget expenditures and forecasting.
  • Managing the monitoring and evaluation activities of a program including contributing to the finalization and submission of program work plans, performance monitoring plans (PMPs) and quarterly, annual and other reports.
  • Coordinating the employment of full-time field and home office staff and fielding short-term and long-term technical assistance and volunteer projects.
  • Managing the relationship with all subcontracted organizations on a program.
  • Promoting program success by collecting, writing and distributing success stories, case studies, photos and outreach at events.
  • Attending informative events related to the subject matter or region of a program to network and learn information that could be valuable to program activities.
  • Supporting knowledge management within the practice including the capture and articulation of success stories, best practice and lessons learned.

New Business

Under the direction of IESC proposal lead on particular new business efforts, the Program Manager will:

  • Be responsible for completing specific sections of a proposal following the release of a procurement. The particular proposal section will vary from proposal to proposal but may include developing the first draft of the technical proposal, under the direction of the IESC practice lead.
  • Engage in proactive new business development, such as developing concept notes and white papers that build on current IESC programs.
  • In support of Practice Area Leader, conduct occasional new business trips prior to the release of anticipated procurements to gather information for the technical proposal, identify/meet potential local partners and potential local staff, etc.
  • Be responsible for the research, writing, verification, and distribution of IESC organizational qualification and past performance reference material.

Qualifications

  • B.A. required, M.B.A. or M.A. in International Affairs/Economics/Development or related field a plus.

  • Experience with USAID, USDA Food for Progress or other donor programs required.

  • Experience with management of USAID contracts, preferred.

  • Minimum of five years of experience in program management for international development.

  • Experience managing international development programs from the headquarters of an NGO or contractor.

  • Ability to work in conflict/post-conflict countries as well as developing and frontier markets.

  • Experience in new business development in international development.

  • Strong budgeting and performance management experience.

  • Ability to prioritize among multiple competing requests.

  • Self-starter, detail-oriented, thorough and well organized.

  • Excellent written and oral communication skills.

  • Well-developed interpersonal skills.

  • Fluency in English required.
