Job Description

ABA ROLI’s Workers’ Rights and Global Programs division requires technical and managerial support to several of its programs including: a Mexico City-based program focused on advancing workers’ access to labor justice, and several programs of global scope which respectively address child labor issues and acceptable conditions of work in the context of women’s economic empowerment, strengthen government labor law enforcement in target countries, and provide and coordinate legal support to countries drafting new or revised legal limits on lead paint.

Under these programs, the consultant will work closely with ABA ROLI’s Washington, DC- and field- based staff to oversee and coordinate ABA ROLI’s activities and ensure that these projects are implemented on time, scope, and budget. The consultant will also work in close cooperation with project partners. Significant travel (approximately four trips of three days each, per year) within the Latin American and the Caribbean region is anticipated.

RESPONSIBILITIES

  • Day-to-day program management and ensuring that all programmatic requirements are being met / exceeded according to ABA, ABA ROLI, and donor requirements.
  • Timely, accurate, and compliant programmatic monitoring and evaluation;
  • Developing and executing program activities in coordination with colleagues at ABA ROLI, other executing partner organizations, and local stakeholders, including but not limited to drafting work plans, managing legal specialists and consultants, responding to legal support requests within the respective regions, and convening, organizing, and participating in program events within the respective regions;
  • Establishing and enhancing effective collaboration and relationships with local stakeholders, local legal specialist resources, and other relevant entities to fulfill program objectives, maximize efficiency, and augment funding;
  • Maintaining close communications with ABA ROLI headquarters to ensure timely and accurate updates on program activities, achievements, and shortcomings as well as coordination across regions;
  • Creating and implementing corrective plans in coordination with ABA ROLI headquarters to improve performance against appropriate standards in areas where program shortcomings are identified;
  • Assisting in identifying best practices derived from lessons learned;
  • Collaborating with ABA ROLI headquarters and local authorities to ensure that all activities and operations are compliant with local laws and regulations and have received all required regulatory licensing/registrations;
  • Ensuring overall compliance with all donor and ABA rules and policies, and host country laws/regulations while implementing the program;
  • Ensuring personal and program compliance with applicable anti-corruption laws;
  • Assisting in the development of proposals to augment funding for the above-described efforts in collaboration with ABA ROLI Washington, DC office and field staff;
  • Utilizing appropriate budgetary tracking and monitoring tools to efficiently review actual to planned budget performance, and creating operational analyses and producing recommendations to make course corrections of modifications to optimize budget utilization within the scope of the grant or general revenue space.
  • Coordinating and participating in research activities as assigned

QUALIFICATIONS

  • Relevant Masters’ degree or law degree.
  • At least 5 years of relevant professional experience. Fluency in English and Spanish.
  • Ability to work in culturally and linguistically diverse settings.

PREFERRED QUALIFICATIONS

  • Understanding of toxic substances or chemicals regulatory frameworks as related to manufacture, distribution, sale, import, and export.
  • Legislative or regulatory reform experience.
  • Experience working with international and local experts.
  • Skills in engaging with diverse government and non-government stakeholders.
  • Experience managing the implementation of international donor-funded programs.
