Position Summary
The Program Manager, Grants Management plays a critical role in an organization with a growing number of programmatic partners and sub-grantees, working across all of AVAC’s programs and donors provide oversight and support to administering and managing sub-grants. The Grants Manager works with both program and finance staff to ensure organizational effectiveness regarding supporting program partners, especially those in East and Southern Africa, with budget and work plan development; programmatic and financial reporting; communications with other partners and across AVAC’s matrix of programs; and compliance with donor requirements.
S/he will report to both the Director: Program Coordination and the Director: Finance & Administration but will work closely with all program and financial team members. This position will also have direct communication with partner organizations. The position will be a resource for all AVAC staff as it relates to partner support and grant compliance issues and questions.
Primary Responsibilities
The Grants Manager will work across program and finance team members to ensure timely and efficient partner support and sub-grant management, including proposal development, strategic planning, work plan and budget development, ongoing reporting and close-out.
- Conduct pre-award due diligence assessments of current and potential partners and analyze organizational capacity to manage sub-grant funding and project implementation.
- Draft sub-grant agreements and MOUs and all sub-grant agreement modifications in consultation with designated program, project and finance leads.
- Work with in-house counsel to ensure all agreement templates and letters of commitment are current with respect to AVAC and donor compliance requirements.
- Support the development of sub-grantees work plans and budgets.
- Develop system to standardize budgets, work plans and program and finance reports.
- Track programmatic and financial reporting and ensure timely receipt.
- Review program and financial reports.
- Collaborate with the Senior Program Manager for Monitoring, Evaluation & Learning to ensure grants management efforts are integrated and consistent with MEL efforts.
- Monitor compliance with donor requirement.
- Work with program staff to ensure sub-grant payments are made in accordance with agreements and work plans.
- Help develop policies relating to sub-grants management.
- Train AVAC staff and partners regarding compliance as needed.
- Assist finance team in all relevant audit materials related to sub-grantee information.
- Manage information flow to ensure SalesForce and financial management systems are up-to-date.
- Provide analysis of the status on current and closed sub grants, e.g. spending patterns, outstanding reports.
- Other duties as required.
Requirements

- Detail oriented, excellent organizational skills and ability to prioritize tasks.
- Excellent oral and written communication skills.
- Excellent computer skills including the Microsoft Office Suite particularly Excel, internet research, SalesForce and automated financial management systems.
- Ability to work in a fast-paced environment.
- Commitment to AVAC’s mission, and values.
- Interest in international health and development issues.
- Five years of partner management and/or grants administration and compliance experience with USAID funding.
- International non-profit global health or development experience.
- MPH preferred.
- Ability to travel.
