Position: PMII - Monitoring and Evaluation (M&E) Coordinator

Reports To: Chief of Party

Length of Service: Approximately 3-5 years

Background: Catholic Relief Services (CRS) was founded in 1943 to assist impoverished and disadvantaged people overseas, working in the spirit of Catholic Social Teaching to promote the sacredness of human life and the dignity of the human person. CRS Zimbabwe seeks candidates for a Monitoring and Evaluation Coordinator for a potential USAID-funded, Orphans and Vulnerable Children (OVC) project, based in Zimbabwe. The goal of the project is to mitigate the impact of HIV and AIDS on Zimbabwe’s children by enhancing the sustainability of care and support services for OVC through (1) strengthening capacity of communities and local service providers to support vulnerable families and children; (2) strengthen capacity of vulnerable households to care for children; and (3) strengthen the capacity of the public sector social service system to support vulnerable families and children (USAID 2012). CRS, as lead agency, in coordination with others will lead efforts to ensure a smooth transition from the current PEPFAR-funded Children First (CF) project, implemented by World Education, Inc., to this new award focused on OVC which will be PEPFAR/Zimbabwe’s primary OVC-focused award.

Job Summary: The Monitoring and Evaluation Coordinator is responsible for all monitoring, evaluation, and reporting activities under the award. The Monitoring and Evaluation Coordinator leads the development of and manages the Project’s Performance Monitoring Plan (PMP). The Monitoring and Evaluation Coordinator develops and maintains systems to collect and analyze information on outputs, inputs, outcomes, and impact of the program. S/he conducts supportive supervisory visits to sub-grantees to observe, monitor, provide guidance and quality feedback on the use of data and indicators, and analyzes monthly data and support training of M&E project staff in quality assurance methods.

Primary Responsibilities:

Program Monitoring & Evaluation:

· Oversee development and implementation of systematic monitoring and evaluation system for all project member organizations that captures quantitative and qualitative data to report on program indicators, to facilitate monitoring of program progress, assessing impact and identifying lessons to improve program quality.

· Design the methodology for and organize program evaluations including baseline assessments, midterm and end of term, in collaboration with all project partner M&E and project management staff.

· Lead field tests of the M&E system and coordinate data quality assessments to ensure its effectiveness and subsequent revisions through ongoing program implementation.

· Conduct regular field trips to all partners to ensure the integrity of the data collection process.

· Hold regular meetings with M&E staff from each project partner to verify data collection procedures, share data, and identify and resolve data collection problems.

· Manage any external consultants assisting with program M&E, including on the midterm and final evaluations.

· Lead the process to develop a relevant database for the project and ensure all partner M&E staff have the tools and capacity necessary to roll out the database at their offices.

· Assist in giving guidance to data capture staff on appropriate templates for use with PDA data collection exercises and ensure proper training is disseminated to relevant M&E partner staff to effectively use the technology.

· Assist implementing partners by offering recommendations on how to mainstream gender through programming activities.

Program Reporting:

· Oversee gathering of M&E information required for donor reporting.

· Coordinate communication with project partner’s program staff and other stakeholders on program data and results.

· Ensure inclusion of M&E data, particularly progress on key indicators, into narrative reports; review narrative reports to ensure accuracy of data presented; provide timely written feedback to all partners on their narrative report submissions.

· Consolidate performance monitoring information prepared by each partner into a unified program report for each reporting period, supported with comprehensive analysis of the submitted data/reports.

· Lead the documentation and reporting of assessments, lessons learned and best practices for dissemination to interested parties.

Capacity-building and Learning:

· Lead training sessions partners and monitor progress of post-training M&E plans for partner staff

· Provide technical support to partners in enhancing M&E vision and systems that inform and improve performance

· As needs are identified by program management, provide technical assistance to staff related to monitoring and evaluation methods and principles, developing M&E frameworks, collecting data, data management, data analysis and results-oriented programming, and basic surveying and sampling techniques.

· Provide guidance on extracting and formatting lessons learned, best practices and success stories from the program for wider dissemination.

· Supervise and mentor other M&E staff to carry out their responsibilities, especially where it concerns developing appropriate action plans to move M&E agenda forward in coordination with Program Coordinator, Organizational Development Specialist, and Finance & Operations Coordinator.

· Respond to requests from within the project for best practices, success stories and lessons learned.

Management and Administration:

· Serve as the primary M&E point of contact for USAID/Zimbabwe

· Develop good working relations with partner organizations through exchange of information and experiences.

· Contribute actively to an M&E learning community within CRS and among partner organizations

· Take the lead in the establishment and maintenance of mechanisms for capturing, analyzing, reporting, sharing and applying M&E findings, information, lessons learned, and best practices among CRS and partner staff.

· Contribute to efforts to enhance CRS agency M&E systems and standards.

· Support and contribute to CRS regional M&E efforts as necessary.

· Communicate and disseminate information on CRS standards, policies, practices, and indicators; coordinate with M&E staff in other country programs in developing best practices and sharing lessons learned.

· Contribute to monthly and quarterly reports to donor.

· Manage the timely and regular development of program success stories.

Human Resource Management:

· Lead, manage, supervise, and mentor M&E staff.

· Identify training needs for M&E staff under his/her supervision and support M&E capacity building through CRS trainings, non-CRS trainings, exchange visits/TDYs, and e-learning.

· Conduct periodic reviews of staff performance in keeping with CRS’ performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork.

· Hold regular staff meetings.

External: Local partner organizations, host country government agencies, donor agencies, international and national non-governmental organizations

MINIMUM JOB SPECIFICATIONS

  • A Master’s degree in Social Sciences or related field required, or equivalent experience.
  • A minimum of five years experience in the monitoring and evaluation of U.S. government-funded programs or other donors
  • Experience in design and implementation of monitoring and evaluation systems in the sector of OVC (in Zimbabwe preferred)
  • Demonstrated knowledge of management information systems and use of technology for development
  • Experience in conducting quantitative and qualitative assessments and surveys
  • Proficiency in Microsoft Office suite, including Word, Excel, Power Point, and Outlook, SPSS required
  • Proficiency in database software desired

· Excellent English oral and written communication skills required

· Ability and willingness to travel 25-30% of time
