We are looking for a Manager-Program, Multi-Country COVID response, a self-starter who will work with the Head of region, Africa at International Cooperation and Programs (ICP), under the direction of the Field Representatives (FR) and the programmatic oversight of the 4 Heads of Regions (HdR), the Program Manager for Multi-Country COVID response, is responsible for supporting the successful implementation of the GAC-funded 12-month multi-country COVID-19 response project of the Canadian Red Cross Society (CRCS) in 6 contexts (Bangladesh, Central African republic, Haiti, Somalia, South Sudan, Syria). The Program Manager will ensure the effective, efficient, and productive coordination of all needed technical and operational support to field representatives in the development and implementation of this project initiative. The Program Manager is the interface between the field teams and the CRC National Office and coordinates technical support for program and project design, implementation, monitoring, evaluation, financial management, delegate deployments, reporting and information sharing.
In this role, you will:
- Coordinate and manage the National Office support required for implementation of Canadian Red Cross’s COVID-19 response projects within the six designated countries, ensuring the effective coordination of inputs from other CRC departments (People Services, Finance, HiE, EMCI, Quality and Learning, Legal and Supply Chain Management) and external stakeholders.
- Provide operational technical support to the CRC Field Representatives. Ensure technical support for the development and management of key project components.
- Support and coordinate technical resources for all phases of COVID-19 project management: project planning, implementation, financial management, procurement, monitoring, reporting, evaluation, and closure.
- Support a matrix management approach for both National Office and field-based project officer(s) assigned to the projects.
- Review accounting and budget records provided by field teams and prepares financial information to contribute to an effective internal control of the assigned project budgets.
- Ensure external coordination with the Movement and non-Movement partners (IFRC, ICRC, PNS, health actors)
- Analyse opportunities for program development as recommended by Field Representatives and provides technical support for program development. Identifies opportunities to undertake new initiatives in line with the CRC’s strategic direction and local priority needs and identify potential sources of funding.
- Monitor information provided by field teams about COVID-19 related projects and activities taking place in relevant programming areas and acts as first point of contact for inquiries from and to the CRC National Office and Canada-based stakeholders.
- Act as the main program interface with Ottawa-based representatives of the Government of Canada (Partnership for Health branch), academic, and other partners headquartered in Canada.
What we are looking for:
- University Degree in international development/relations, project management or comparable related degree.
- University Degree and experience in Public Health or other related health background is an asset.
- 5-7 years of experience with an international organization, including experience managing multiple and complex projects. (Experience managing GAC-funded project is an asset.)
- Experience in international operations and a solid understanding of National Societies and the IFRC and ICRC.
- Experience in international project management methodology, including of results-based management (RBM) tools.
- Budgeting and project management skills.
- Knowledge of and previous experience working in developing countries in fragile contexts
- Strong written and oral skills in English and French.
Working conditions:
- This position will require overseas travel to visit project implementation sites in any of the 6 contexts, attend conferences, workshops and meetings as required.
- If required, and eligible, periodic travel to country operations may be required. Field missions can involve working in environments that are unstable and with unpredictable access to basic services in emergency contexts and requiring very strict adherence to security regulations.
- Ability to work non-traditional hours on short notice.
- Must be able to be medically cleared before travel in accordance with established CRC medical criteria.
- Successfully complete a Canadian criminal record reference check and vulnerable sector check.
- Full vaccination against COVID-19 is mandatory for this position and operation (the CRC will however adhere to its duty to accommodate those who are unable to be fully vaccinated for a reason related to a human right protected ground)
