Since opening our China Office in Beijing in 2007, we have been committed to supporting our Chinese partners as they play an increasingly important role in improving the health and well-being of people in China and around the world. Today, China is a key strategic partner in advancing our global health and development goals.

We provide financial and technical support to Chinese partners and build bridges for international collaboration to help them accelerate innovations in health, agricultural development, and poverty reduction. We create broad new partnerships to ensure these innovations reach vulnerable populations at scale as quickly as possible. Together, we have seen the tremendous impact that life-saving innovations can have when they become available to those most in need.

The China Office is part of the Global Policy and Advocacy (GPA) Division. The mission of GPA is to understand and shape public policies affecting the foundation’s work, build support for major program and policy objectives, and develop partnerships and alliances that advance the foundation’s goals nationally and globally. Because the foundation’s resources alone are not enough to solve global challenges, GPA also supports advocacy efforts to engage diverse stakeholders and promote innovative solutions.

We work closely with grantees, colleagues across Global Health, Global Development, Global Growth & Opportunity, Gender Equality programs, and Foundation Communications to create an environment where all people have the opportunity to lead healthy and productive lives.

Your Role

The Health Innovation & Partnership (HIP) team is recruiting a 24-month Limited-Term Program Officer (PO) to support innovation scouting and industrial engagement across health innovation portfolios.

China’s industrial ecosystem presents unique opportunities to advance the foundation’s priorities beyond disease-specific product development, including:

  • Self-care solutions
  • Long-acting drug formulations
  • Low-cost manufacturing approaches relevant to low- and middle-income country (LMIC) markets

The Program Officer will provide cross-portfolio support by:

  • Conducting industry analyses
  • Identifying and exploring strategic partnership opportunities
  • Supporting the design and implementation of new initiatives
  • Collaborating closely with internal teams, external partners, and vendors

This position reports to the Deputy Director, Health, Innovation & Partnership, China Country Office.

What You’ll Do

  • Innovation Scouting: Conduct industrial and market landscape analyses to identify opportunities aligned with foundation priorities across diagnostics, vaccines, drugs, nutrition, and vector control.
  • Industrial Engagement: Support engagement with domestic biopharmaceutical companies, suppliers, and industry influencers; contribute to advocacy and coalition-building efforts such as CEO roundtables.
  • Strategy Implementation: Work with internal stakeholders and external consultants to develop and execute implementation plans for approved strategy initiatives; track progress and report on outcomes.
  • Cross-Team Collaboration: Provide analytical and coordination support to multiple program and functional team members with diverse expertise and backgrounds.

Your Experience

  • Bachelor’s degree or equivalent demonstrated experience
  • Programmatic experience in sexual and reproductive health, including family planning
  • Experience working in international public health or related fields through lived experience or support to country/regional offices
  • Strong background in data analysis or statistical analysis, including spatial/GIS analysis skills
  • Experience with research methodologies
  • Experience managing complex projects across multiple teams
  • Strong quantitative, analytical, writing, and verbal skills for communicating with a broad and diverse audience
  • Strong knowledge of project management

  • Willingness to travel up to 30%
