Job Description

Devex is assisting an international development management consulting firm in their search for a Program Recruitment Manager to be based in Arlington, Virginia.

The successful candidate must have 3-4 years of experience leading full-cycle recruitment for international development programs and/or proposals; previous experience recruiting for initiatives funded by USAID; and demonstrated familiarity using online applicant tracking systems and candidate databases as a primary recruitment tool. Foreign language skills in Spanish, French and/or Arabic is desirable.

The Program Recruitment Manager will be responsible for strategizing and guiding recruitment for ongoing programs in close coordination with relevant technical teams. As the organization seeks to constantly improve as a company, s/he will have the opportunity to spearhead internal initiatives, including supporting the design and implementation of training for staff on recruitment procedures, streamlining company-wide recruitment processes, and facilitating improvements to more effectively build networks of quality consultants and full-time candidates across sectors.

Responsibilities:

Programs Recruitment

  • Develop enhanced recruitment processes and procedures to effectively and efficiently fill replacement and new positions for ongoing programs worldwide.
  • Provide guidance throughout the recruitment process related to the following: developing well-crafted job advertisements, sourcing and short-listing qualified candidates, scheduling and participating in interviews, conducting reference checks on selected finalists, verifying salary and educational history (biodata forms), drafting and extending offers, and negotiating compensation.
  • Assist Programs staff in the candidate selection process, comparing the skill set of the short-listed candidates vis-a-vis the required qualifications for the positions, and assessing the overall proposed team.
  • Work to expand and maintain the company’s internal candidate database in anticipation of recruitment needs for programs, creatively targeting and networking with a variety of specialists across technical areas in monitoring and evaluation.
  • Serve as the organization’s representative to candidates. Conduct candidate care and maintain close communication with personnel throughout the recruitment process in order to build the organization’s network and long-term relationships.

Recruitment Strategic Initiatives

  • Work with the Deputy Director of Recruitment and other recruiters to develop and conduct tailored trainings for project and headquarters staff covering a variety of topics related to recruitment.
  • Improve candidate networks and recognition in the international development sector by providing top candidate care and professionalism, increasing the reach of the organization’s job advertisements, and attending career fairs and other networking events.
  • Work with the recruitment team to develop easy-to-use recruitment templates and forms for use across the organization (e.g. common email templates, How-To’s, recruitment one-pagers, etc.).
  • Serve as the representative for the organization’s recruitment system and database, to both integrate it throughout the organization and build it as a recruitment resource.

Recruitment Building

Conduct trainings, provide guidance, and advise various staff on recruitment processes and procedures.

Qualifications:

  • Undergraduate degree or higher required.
  • Three to four years of experience leading full-cycle recruitment for international development programs and/or proposals required.
  • Previous experience recruiting for initiatives funded by USAID required.
  • Demonstrated familiarity using online applicant tracking systems and candidate databases as a primary recruitment tool.
  • Capable of exercising independent action and sound judgement.
  • Superior oral and written communication skills.
  • Excellent detail orientation.
  • Strong professionalism.
  • Ability to follow through on multiple tasks in a fast-paced environment.
  • Foreign language skills in Spanish, French and/or Arabic desirable.
