JOB PURPOSE

The Philippine CO intends to hire a Program Associate to support the programme team. The selected candidate will work under the direct supervision of National Cash Based Transfer Officer and with overall guidance from Head of Programme. S/he will also work closely with EPR Programme Officer and Activity Managers to support emergency preparedness and response efforts. In the event of an emergency response, the selected candidate will be deployed to the field within 72 hours as part of the rapid assessment team and will support with the implementation of relief activities. While in the field, the candidate will be guided by EPR Officer.

KEY ACCOUNTABILITIES DURING NON-EMERGENCIES (not all-inclusive)
  1. Support the CBT officer with the planning of cash-based transfers under emergency response, anticipatory actions, and resilience programming in line with WFP’s corporate guidelines and recommendations of oversight mission.
  2. Support programme team with the implementation of the Emergency Preparedness and Response Package (EPRP) including the development of Standard Operating Procedures, the conduct of risk analysis, and the design and execution of simulation exercises.
  3. In cooperation with the CO’s SCOPE Focal Persons, develop SCOPE training materials and design and execute training of field staff and external enumerators as needed.
  4. Review and refine existing workflows on SCOPE registration and distribution.
  5. Assist CBT officers in providing secretariat to WFP’s Internal Cash Working Group, and Partnerships focal person by providing support and knowledge management tasks.
  6. Perform other activities as may be assigned.
KEY ACCOUNTABILITIES DURING EMERGENCIES (not all-inclusive)
  1. Participate in field missions as part of the rapid assessment team within 24-48 hours following a disaster.
  2. Support in the generation of needed information that will contribute to the production of reports on damage assessment and needs analysis.
  3. Work with local authorities, cooperating partners, and counterparts in WFP offices on geographic and beneficiary targeting.
  4. Maintain a database of knowledge products and tools on cash based transfers and emergency response following the project cycle management flow.
  5. Be designated as a SCOPE Team Leader and perform defined roles in beneficiary information management and transfer management.
  6. Support Cooperating Partners and lead field teams in planning and executing SCOPE registration and cash distribution activities.
KEY ACCOUNTABILITIES DURING EMERGENCIES (contd.)
  1. Provide supervision of SCOPE enumerators to ensure the adequacy and high quality of data collected.
  2. Conduct regular data quality checks during any SCOPE-related registration or data enhancement exercise and provide technical backstopping when needs arise.
  3. Provide daily error feedback to the enumerators to ensure that the daily data collected are accurate.
  4. Prepare daily updateson the registration process and ensure that a daily debrief is done with the EPR Officer.
  5. Respond to feedback and queries received and issues raised by beneficiaries during registration and distribution.
  6. Perform any other duties asneeded.
STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor degree in the social sciences, social work, information technology, business administration, public administration, project management, disaster preparedness and response, and other related fields. A postgraduate qualification is an advantage.

Experience: At least five (5) years’ experience with a focus on humanitarian work, database management, and emergency response.

Language: Excellent written and oral communication skills in English and Filipino.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
  • Has at least 3 years of field experience in humanitarian response operations
  • Has at least 3 years functional experience on data management and data analysis
  • Trained in any beneficiary information management and transfer management platform
  • Has knowledge of basic IT systems
  • Experienced in supporting emergency food assistance (in-kind and/or CBT) programming and distribution.
  • Familiarity and experience working within the UN Cluster Approach and the international humanitarian response structure including coordination mechanisms
  • Experienced working in collaboration with a diverse range of humanitarian actors, including governments, NGOs, UN agencies, civil society, etc.
