Job Description
Counterpart International is seeking a Project Accounting Manager to manage all accounting and financial activities relating to Counterpart's worldwide grant and contract projects. Reporting to the Controller, the incumbent will supervise and manage all accounting and financial activities relating to the development, implementation, reporting and close out of Counterpart's grants and contracts projects. The successful candidate will provide high level support to the Controller and Chief Financial & Administrative Officer, along with other division managers.
DUTIES AND Responsibilities:
- Supervises headquarter project accountants and oversees all project accounting activities.
- Provides guidance to headquarter and field project accountants and resolves project accounting queries when required.
- Oversees maintenance and filing of project grant and contract files, sub-recipient awards and other legal documentation, and project summary details on the Company's intranet.
- Ensures all donor obligations are recorded in the accounting system, and assists the Controller in establishing project accounting setup functions within the accounting system.
- Participates in budget development of proposed projects with programmatic staff to ensure consistent and optimal project budget development.
- Responsible for ensuring development and maintenance of monthly cash flow forecasting for all projects.
- Develops and maintains a structured process to ensure field finance documentation and reports are adequately reviewed and approved by headquarter staff, and all transactions are in compliance with internal policies and procedures, donor regulations, and accounting principles.
- Ensures a high level of communication of financial project management information to Program and Divisional Managers and other internal customers.
- Responsible for coordinating the timely preparation of annual budget forecasts for all projects and subsequent roll up into corporate budget figures.
- Ensures all monthly project invoices are prepared and provided to the Accounts Receivable department on a timely basis.
- Ensures all financial project reports for all grants and contracts, including all quarterly Standard Form reports, are prepared on a timely basis.
- Develops enhanced project management financial reports to assist project management, including burn rates, provision of regularly updated cash flow forecasts for projects, and development of methods to report financial program metrics.
- Ensures all financial activities and requirements relating to project close-outs are carried out in a timely manner.
- Assists the Controller in preparation of information required for A-133 audit purposes.
- Maintains up-to-date working knowledge of various government regulations applicable to project grants and contracts.
QUALIFICATIONS:
- 6+ years accounting experience required, including at least 4 years in an international non-government organization in a project accounting capacity. Experience in both field and headquarter accounting environments preferred.
- Bachelor's degree in accounting or related field required.
- US government grants and contracts experience required. Knowledge of reporting requirements and of donor government agencies including OMB circulars, CFR's and FAR preferred.
- Advanced Excel spreadsheet skills required. Experience using multiple accounting systems including QuickBooks and Fundware or MS Dynamics preferred. Experience using financial report writer tools beneficial.
- Strong customer service orientation and communication skills, both verbal and written, with the ability to interact effectively with all levels of staff and management with varying degrees of financial knowledge.
- Strong analytical skills and an attention to detail required. High degree of initiative and flexibility required to successfully accommodate deadlines.
- Ability to multi-task and work under pressure in an often fluid environment.
- Must be willing to travel to developing countries.
- Russian, French, or Spanish language skills a plus.
