Job Description

BACKGROUND:

ICMA has been awarded a USAID five-year contract to implement the CHANGE project in the Philippines. The goal of CHANGE is to support strengthened democratic governance in the Philippines by making local governance more responsive. CHANGE will seek to achieve more responsive local governance through three objectives, namely: 1) strengthen the enabling environment for decentralization; 2) enhance service delivery capacity, legitimacy, transparency, and accountability of participating local governments; and 3) empower citizens by increasing their participation in and oversight of local governance processes in ways that government both approves and support partners

JOB PURPOSE:

Under the direct supervision of the Chief of Party, the Project Assistant will provide technical and administrative support to the CHANGE Component Teams in the planning, organizing, implementing, and monitoring of project activities.

RESPONSIBILITIES:

The Project Assistant will support the Component Leads by performing the following tasks:

  1. Coordinate with the CHANGE Operations and Finance Team, City Governance Coordinators, and the other Component Team staff in the implementation of Component activities;
  2. Coordinate with all project partners, including national government agencies, local government, academe, private sector institutions, community and non- governmental organizations, media associations, and other groups in the implementation of component activities;
  3. Gather and consolidate data and relevant information needed in project planning, monitoring, implementation and evaluation.
  4. Assists Program Officer in any administrative support for an effective implementation of component activities, including activity design preparation and execution.
  5. Assists in the preparation of the needed technical and administrative reports required in the implementation of various projects and activities, including trainings, seminars, conferences, and meetings;
  6. Monitor progress of CHANGE activities through various modalities (site visits, emails, face to face and/or skype meetings) and report findings and recommendations.
  7. Assists and support the technical team in tracking the activity design, purchase request and other related task to support the activities.
  8. Assist and support in the preparation of reports, news bits and other documents as required by the Component Leads.
  9. Provide technical and administrative support to Component Teams’ short-term consultants.
  10. Perform other tasks as may be designated by the Chief of Party, the Component Leads and the Chief of Party.

QUALIFICATIONS:

  • College degree (graduate units/degrees will be an advantage).
  • At least three (3) years’ experience in development work, project management, or related areas.
  • Familiarity with implementing and/or monitoring development projects funded by donor-agencies; experience working with USAID-funded projects is a distinct advantage.
  • Able to relate with people of all backgrounds and manage multiple scenarios and priorities with tact, grace and good judgment.
  • Must have excellent report-writing skills.Computer-literate, highly adept in computer programs and applications related to job demands.
  • Team worker and independent self-starter.
  • Easily adaptable and flexible to respond to demands of the job, with initiative and drive to achieve quality results.
  • Willingness to work in difficult circumstances and to do field work in different cities within the country.
  • Passionate and committed to working towards strengthening governance in the Philippines.

REPORTING:

This position reports to the Chief of Party.
