Project Title: Project Coordinator, Political Party Development, contingent on funding
Project Description: IFES is bidding on a two-year project to conduct political party development in Tajikistan in advance of Presidential elections, scheduled for November 2006. The project will involve working with representatives of all six registered political parties on the national and local level on short- and long-term developmental priorities.
Responsibilities: • Design and conduct training sessions for national and local branches of political parties in the following areas: o Platform Development o Strategic Planning o Organizational Development o Campaign Strategy Formulation o Recruiting New Members, Lobbying, Building Coalitions; • Liaise with representatives of national and local government; • Work in close cooperation with local partner organizations; • Direct and oversee a local support staff; • Develop and maintain relationships with Tajikistani partners, national, and local-level political party officials, civil society groups and other stakeholders, including international NGOs and the donor community; • Monitor project finances; • Report daily to the IFES Chief of Party in Tajikistan on status of activity implementation
Qualifications: • Minimum of seven years of experience in national and international political party development. Experience in Tajikistan or former Soviet Union strongly preferred; • English language fluency – writing and speaking; Tajik or Russian language a plus. • Extensive experience in implementing democratization and political process projects in developing countries; • Experience as a dynamic and engaged action-oriented interlocutor with democracy development actors at all levels – grassroots to the highest national and international levels; • Graduate or advanced degree in public policy/administration, political science or law advantageous; • Demonstrated program and finance management experience; • Personnel management experience – including management, training and development of local staff; • Experience in report and proposal writing and budgeting, and listening with donors for the purpose of fundraising; • Strong English oral and written communication skills and skills in PC-based word processing, spreadsheets and e-mail.
