About the Position
Dexis is seeking a Project Director to lead an anticipated four-year USAID-funded Localization Capacity Strengthening Mechanism project in the Democratic Republic of the Congo (DRC). USAID/DRC’s approach to localization envisions an expanding portfolio of USAID programs in which local actors define priorities and lead their communities’ and country’s development agendas, and are enabled through effective and inclusive local systems, sufficient resources, and strong local organizations and institutions to sustain outcomes over time.
This position is contingent on award.
Responsibilities
The Project Director must provide overall team management, guidance, direction, and administrative and technical support of the contract. The Project Director will be the main contract with USAID and responsible for the completion of the deliverables and overall contract compliance. The Project Director must be knowledgeable in complex U.S. government (USG) contracting and grant mechanisms including federal regulations and procurement policies, USAID A&A terminology, instruments, policies and guidelines, and approaches.
- Providing technical leadership, administrative oversight, and direction for all programmatic and administrative issues.
- Serving as lead supervisor of project personnel, short-term experts, subcontractors, and grantees to achieve project objectives in a timely manner.
- Providing technical support to the team across all operational and programmatic areas.
- Serving as Dexis’ point of contact for USAID, government institutions, other implementing partners, and other key stakeholders.
- Managing the contract and being responsible for the overall technical and financial health of the project.
- Leading the development and submission of project deliverables, such as reports, annual work plans, and other items as specified by the contract.
- Overseeing monitoring and evaluation of activities, meeting targets, and adapting activities as needed to achieve program outcomes.
- Ensuring program adheres to USAID rules and regulations as well as Dexis’ policies and procedures.
- Overseeing the implementation of security policies and procedures and providing leadership in managing security incidents.
- Fostering a collaborative, team-oriented environment that actively solicits inputs from team members and provides opportunities for growth.
Qualifications
- A minimum of 15 years of experience and a master’s degree in business management, public management, international affairs, social/behavioral/biological sciences, public health, and/or related fields OR 18 years of experience and a bachelor’s degree.
- A minimum of three (3) years of senior leadership and supervisory experience, preferably on USAID programs.
- A minimum of 10 years of experience managing international development projects of this scope and complexity.
- Experience managing international and local staff as well as experience coordinating with developing country governments, international & local organizations, other bilateral donors and civil society representatives, and senior level government officials.
- Experience working with local partners, particularly in areas related to organizational capacity development, financial management and audits, business development, and transition and sustainability.
- Previous experience implementing USAID’s vision for localization and building the capacity of local partners.
- Previous successful representational experience with donors, international NGOs, and all levels of host governments and communities.
- Proven experience in oversight of finance, procurement, and logistics functions in challenging operating contexts
- Excellent verbal and written communication, analytical, interpersonal, team management, leadership, and decision-making skills.
- Excellent verbal and written language skills in English (Level IV) and fluency in French (Level V).
Preferred Qualifications
- Field experience working with humanitarian response, development, and health programming.
- Experience working in complex environments such as the DRC or sub-Saharan Africa.
