Job Description

The Project Lead (PL) for ADR will lead the implementation of the ADR Project as per work plan agreed with the ADR Working Group and other stakeholders. Duration Working days in Pakistan 220 in a year Assignment Scope Position specific
  • Lead implementation of the ADR Project and contribute to the delivery of programme milestones and targets as agreed with KP Government and DFID and within the programme
  • Consult with the relevant stakeholders for the implementation of the ADR project
  • Conduct study to examine the possibility of judicial oversight over the outcomes of Jirga/ADR processes
  • Review the existing case referral procedures and standards for ADR and prepare draft referral procedures and standards for adoption by relevant authorities
  • Assist and support in the development of MIS to track and monitor the progress of case referral procedures/standards for ADR in the model units/selected police stations.
  • Sensitise formal justice actors to the benefits and correct use of ADR
  • Undertake a TNA to assess the training needs of local mediators
  • Develop and design a manual for the guidance of local mediators
  • Organise, manage and contribute in the delivery of training in the standards, case referral systems and techniques of ADR mechanisms to selected mediators, community representatives and officials
  • Organise, manage and contribute in the delivery of Training of Trainers
  • Assist and Support the Communication team in undertaking institutional assessment of local mediation structures
  • Contribute to reactivating the local mediation structures in the jurisdiction of model units
  • Contribute to raising awareness of public in the use and advantages of ADR
  • Contribute to the establishment and mobilisation of community organisations for promoting ADR
  • Establishment and development of ADR paralegals, and provision of training and support to them
  • Contribute to improving and strengthening ADR mechanisms
  • Lead the policy dialogue and engagement with key stakeholders in the KP Government, Government of Pakistan, DFID, other donors, and local and international stakeholders to facilitate the adoption and implementation of reform measures
  • Implement the procurement/expenditure plan of the project within the budget approved by the Programme management
  • Ensure adherence by project team members to financial accounting and audit systems
  • Contribute in the implementation of research, monitoring and evaluation framework of the Programme
  • Coordination and information sharing within the ROL Output, Programme and with DFID, KP Government and other stakeholders
  • Manage project consultants and oversee the activities of the team and manage the progression of the project, to ensure delivery of project outputs and outcomes in line with the PSP log-frame. This will include review of progress against the log-frame, adjusting work plans and resourcing on an on-going basis to remain on track
  • Oversee project reporting to Coffey Team Management and DFID for the Project, including as a minimum contributing to a monthly report and undertaking regular liaison meetings with DFID as required by DFID
  • Ensure that the programme is well represented and coordinated with other agencies and takes full account of lesson learning and best practice guidance.
  • Undertake personnel management for assigned team members in line with Coffey personnel management system
  • Ensure that the Project team comply with security advice from the National Project Risk Manager and the Coffey HSSE Manager
  • Oversee staff welfare and conduct within the Project
  • Carry out all other reasonable duties that are necessary to deliver the project on time and in accordance with client expectations as reasonably requested by the ROL Output Lead, Team Leader, Project Director or by the client (DFID)

General

    • Adhere to all security advice from the National Project Risk Manager and the Coffey International Development HSSE Manager
    • Adhere to Coffey International Policies and Procedures as outlined in the Programme Operations Manual
    • Submit all technical outputs for peer review prior to client submission in accordance with Coffey International Development’s quality assurance procedures
    • Report in advance possible resourcing decisions and/or any procurement to the Programme Manager to ensure all programme costs are properly supported within the PSP budget
    • Engage in the activities of the Programme Management Team and contribute to the progression of the programme, to ensure delivery of project outputs and outcomes in line with the PSP log-frame. This will involve routine whole-of-project meetings (each week) to undertake detailed review of progress against the log-frame, adjusting workplans and resourcing on an ongoing basis to remain on track
    • Undertake other activities reasonably requested by the Team Leader, Programme Management Team, or by the client (DFID) through the Project Director for the successful accomplishment of the programme’s immediate objectives
Person Specification Essential
    • Degree in law, criminology, public administration or any other relevant area
    • Demonstrated experience in ADR
    • Demonstrated experience of training
    • Demonstrated knowledge in ADR
    • Demonstrated knowledge of relevant laws, procedures, SOPs and practices relating to ADR in KP
    • Proven experience working with government
    • Fluency in English and Urdu
    • Advanced communication skills, including active listening skills and excellent written communication
    • Exceptional interpersonal and skills and an ability to work collegially with team members and stakeholders
    • Ability to think clearly and logically
    • Ability to allocate and review priorities to meet deadlines
    • Flexibility in approach and an ability to adapt to varying demands
    • Proven skills in problem identification and resolution
    • An ability to translate high-level objectives into action planning
    • Proven ability to live and work in conflict affected and/ or hostile environments
    • Working knowledge of the Microsoft Office suite
Desirable
    • Fluency in Pashto
    • Previous experience working in KP
    • Specific software skills in Powerpoint.
    • Previous experience working on a rule of law programme in Pakistan
