Project Manager Agriculture/Food security

Based in Phnom Penh

(International contract)

Background

SNV has worked in Cambodia since 2005 and currently operates in 17 provinces. In alignment with our Corporate Strategy, SNV Cambodia works in three sectors namely Agriculture, Renewable Energy and Water, Hygiene and Sanitation (WaSH).

SNV Cambodia has a portfolio of agricultural projects. Working closely with the Royal Government of Cambodia, we support the Project for Agricultural Development and Economic Empowerment (PADEE) to ensure people have the knowledge they need to compete in the agricultural market. The Inclusive Business Models with Smallholder Cassava Farmers project facilitates cooperation between smallholders and processors, improving productivity and boosting the market for everyone’s benefit. In addition to these two multi-country projects are underway in Cambodia aim to improve resilience to climate change and examine the underlying reasons for food insecurity.

Project(s) Summary

SNV Cambodia is currently implementing a multi-country project on food security which ends in December, 2015. The objective of this project is to develop and establish food security programmes across four (4) SNV countries in Asia (Cambodia, Laos, Nepal, Indonesia) informed by in-depth understanding of the issues, the context and the latest insights in the sector.

In addition to the above, the project seeks to build relevant partnerships in food security, in alignment with SNV’s overall Agriculture strategy and ensure horizontal learning and knowledge management; and develop a high quality of the advisory practice, amongst other by setting clear quality benchmarks

The second project - the Project for Agricultural Development and Economic Empowerment (PADEE) is also currently being implemented and ends at the end of 2017. SNV’s main responsibility is to ensure achievement of the project’s objectives in the innovation of extension services, rural business facility development and knowledge development.

Overview of the Position

The Project Manager will manage both projects namely: PADEE (40%) and the Multi-country project on food security (60%).

The Incumbent will manage the projects, providing strategic and technical leadership in the planning, management and implementation of all project components, and ensuring that all proposed objectives and targets are achieved. S/he will oversee performance management, report to the donor and maintain effective relations and coordination with all project stakeholders.

This position technically reports to the Managing Director Agriculture or his designate for the Food Security project and line management rests with the Cambodia Country Director (CD). The CD Cambodia will sign a service level agreement with CDs in the four (4) SNV countries in Asia for the Food Security project.

Key Responsibilities

  • Plan and account for the performance (results and quality) of the food security project in 4 countries in Asia and the Cambodian PADEE project in line with yearly performance targets;
  • Establish annual project implementation pipelines and systems and support the coordination of activities regionally and nationally;
  • Contribute to complex advisory assignments on demand of countries (Food Security), including Cambodia (Food Security & PADEE);
  • Provide content leadership in the development and writing of (multi-country) proposals; contribute to global proposals when needed and develop future BD opportunities related to PADEE;
  • Contribute to proper contact management and documentation for the SNV Asia food security project and PADEE including timely feeds into BD and M&E management systems;
  • Support effective communication and reporting to key donors and stakeholders;
  • Represent SNV at international events when appropriate and effectively communicate / brand the Food Security programme internally and externally;
  • Set knowledge deliverables and quality standards for country projects; facilitate horizontal learning across programmes to improve practice, test assumptions and drive innovation;
  • Manage and guide the country teams in implementation, results demonstration and up scaling of interventions;

Requirements

  • Master’s Degree or higher degree in a relevant discipline e.g. agriculture, agricultural economics, agribusiness, agronomy, nutrition etc.;
  • At least eight years or more of progressively responsible work experience in implementing agricultural development projects in South East Asia;
  • Demonstrated expertise and experience in Extension Methodologies, Knowledge Development, Rural Business Facility Development and Food & Nutrition Security;
  • Experience in designing and implementing household nutrition security projects will be an added advantage;
  • Proven experience in business development;
  • Visionary and able to strategically inspire and energise project teams;
  • Excellent social and networking skills, ability to engage with governments and the private sector;
  • Strong interpersonal and influencing skills and experience working in a matrix organisation;
  • Entrepreneurial, result-oriented and driver for change;
  • Excellent communication (written and oral), reporting and presentation skills; and
  • Willingness to travel to all project locations.
