The Asia Foundation seeks an experienced project manager (PM) to mange the non-state actor component (NSAC) of the Demand for Good Governance project funded by the World Bank (H441-KH). The PM leads a multi-million dollar grants program that promotes the implementation of social accountability and good governance in Cambodia. Supervising a four-person team, the PM develops the annual workplan and budget, oversees financial management and reporting, and oversees a broad range of social accountability projects implemented by civil society partners. As the lead technical expert for the project, the PM also advises partners on learning and knowledge management related to good governance, and on the design of social accountability tools. The PM is the main contact point for the project’s partners, including the Grant-Making Committee, Ministry of Interior, other relevant government ministries, and the World Bank. Finally, the PM contributes to the overall development of governance programs for the Foundation’s Cambodia Office. A full terms of reference for the position is available. Qualifications
The PM must have a minimum of ten years of development experience working on governance and civil society strengthening, at least five years in a developing country is highly desirable. Knowledge of Cambodian political economy and development issues is desired. The PM must have a Graduate degree in public policy or a related social science field. The PM must also have proven experience with grants administration, monitoring and evaluation, and effective management of relationships with diverse stakeholders, including state and non-state actors.
