The Project Manager will implement the ‘Let Us Learn’ Emergency Education & Child Protection Project in World Vision (WV) for Iraq/Kurdish Region of Iraq (KRI) emergency response. The position is responsible for direct management of project implementation as per approved project design, logframe and plan of action. Ensuring staff have full commitment to set out duties for successful implementation as per schedule with quality reporting and correct documentation.

RESPONSIBILITIES INCLUDE:
Project Development, Management and Delivery:
- Overall budget and technical responsibility for the development and implementation of the Let Us Learn project.
- Develop steps and procedures in the planning and implementation of the project in agreement with donor and local authorities.
- Ensure that activities are in line with budget lines and limitations.
- Monitor, evaluate and suggest changes & improvements in project procedures and materials based on observations and discussed with project staff, the CiE (Children in Emergencies) Manager.
- Coordinate activities with other WV sectors to ensure synergy, i.e Water, Sanitation & Hygiene (WASH) promotion.
- Responsible for pedagogical planning, development, implementation and daily follow-up of the project.
- Identify, hire, orient, manage and follow up of national staff.
- Assess needs for capacity building among project staff, partner/s and community-based staff. Organise/ collaborate with other agencies on additional training for local education authorities as necessary.
- Carry out assessments (including collection of baseline data ) to inform project implementation and to identify areas of expansion and suggested areas of operation in cooperation with national and local authorities.
- In close cooperation with the CiE Manager and members of the Education team, develop steps and procedures for timely planning and implementation of all elements in project, in particular all training and monitoring activities.
Documentation and Reporting:
- Prepare timely and accurate periodic reports as required by the CiE Manager and as required by donor.
- Assist the CiE Manager in the development of WV KRIs CiE strategy, action plan and activities plan and priorities in the education and child protection sector.
- Prepare/develop narrative and budgets for proposals in conjunction with the CiE Manager.
Staff Management:
- Direct Personnel responsibility for project staff, including Performance Agreements/Appraisals, and ensuring compliance with WVs safety and security procedures for staff.
- Assess needs for further capacity building among staff.
- Provide coaching & mentoring to national staff based on individual development plans.
- Coordinate, guide and delegate tasks to support units (i.e. logistics, security, finance, procurement, transport and administration/personnel).
- Recruit additional staff when needed.
General Project Matters:
- Conduct regular project meetings with Let Us Learn project team (which includes implementing partner) related to the project and coordination of interventions.
- Communicate with and facilitate necessary agreements and collaboration with local authorities, implementing partner and other stakeholders to facilitate access and successful implementation.
- Development of all components of the project in both camp and non-camp including training of staff and monitoring of activities.
- Advocacy /protection work on key IDP/refugee issues and on issues related to displacement and return specific to education and child protection.
- Represent WV KRI in networks, clusters and other forums in consultation with Zonal Manager and CiE Manager.
REQUIRED SKILLS INCLUDE:
- Bachelor’s Degree in Education or relevant social science (Masters preferred).
- Minimum five years experience working in international education programs with minimum three years field work, preferably in the Middle Eastern region.
- Experience in complex emergencies or post-conflict settings, with experience working in a difficult security environment.
- Proven capacity to establish and implement emergency education & child protection programmes.
- Proven ability in capacity building including training.
- Experience working with local governments, communities and INGOs.
- Experience managing collaborations with local CBOs and partners.
- Experience in administration, finance, logistics.
- Working knowledge of Child Protection and Education in Emergencies programming. Knowledge of the Minimum Standards (MS for EiE; MS for CP in Humanitarian Action; Inter-Agency Guideline on Mental
- Health & Psycho-social Support) and experience in active participation on key coordination forums.
- Experience in developing different education interventions.
- Experience in and understanding of community based programming.
- Experience in managing a diverse team with varying degrees of capacity.
- Experience in budget management and tracking of expenditure.
- Political and cultural awareness and experience of working where insecurity is a major issue.
- Experience in strategic thinking and planning skills, be able to set priorities, prepare manageable work plans and to evaluate progress.
- Proven communication, interpersonal, representation, negotiation and leadership skills.
- Fluency in written and oral English. Proficiency in the Arabic language an asset.
