Project Manager, Healthcare Technology Management (HTM) Project

Job Description

The Project Manager will be responsible in collaboration with Touch leadership to develop and implement our new Healthcare Technology Management (HTM) project. The HTM project will build the healthcare technology management capabilities of a network of hospitals within Touch’s Treat & Train network and develop Bugando Medical Centre (BMC), a 900-bed referral hospital serving approximately one third of the country’s population, into a center of excellence for biomedical engineering services in the country. The HTM project will be integrated in the portfolio of Touch programs and will necessarily leverage existing resources and create synergies to maximize the impact of Touch activities in Tanzania. The Project Manager will drive the development, management and implementation of usually more than one project (although HTM is expected to be the main focus of this position), managing partners and donors, setting milestones and ensuring completion, monitoring activities on the ground and reporting to senior management. He/she will work under the strategic direction of our Chief Program Officer and Executive Vice President, a former McKinsey Senior Engagement Manager, and supervision of Touch’s Program Managers located in Tanzania. Responsibilities and Tasks:
  1. Lead the full implementation of select projects and take full responsibility of project deliverables and milestones
  2. Direct various activities related to the development of the Foundation’s projects, working in collaboration with senior management, program leadership and program funders
  3. Prepare, manage and monitor project budgets and implementation workplans in collaboration with program team and financial management
  4. Own and manage relationships with project partners, including sub-contractors, vendors and other local and international partners, ensuring that they deliver on agreed upon objectives within time frame and budget
  5. Collaborate with program team to undertake effective monitoring and evaluation of the projects
  6. Conduct data analyses and prepare reports on project implementation progress and impact for management, donors or other stakeholders
  7. Assist with compliance with USAID and other donor requirements, Government of Tanzania relevant regulations, and organizational policies and procedures
  8. Maintain holistic and detailed understanding of project work as well as opportunities for expansion
  9. Assist with preparation of funding proposals
  10. Contribute to suite of communication vehicles, including conference presentations, articles, and marketing materials
  11. Communicate regularly and effectively with various project partners
As job vacancy announcements cannot be exhaustive, the Project Manager may be required to undertake other duties that are broadly in line with the above key duties. A minimum 2 year work commitment is required from the successful candidate. Qualifications of Successful Candidate:
  1. Minimum 2-3 years relevant professional experience in project management, management consulting experience strongly preferred
  2. Masters or Doctorate degree in relevant field (e.g. MPH, MBA, engineering, international development) or equivalent demonstrated professional experience
  3. Prior management and/or consulting experience in a developing world environment preferred
  4. Experience working with donor regulations, in particular with USAID funded programs
  5. Experience in program monitoring, evaluation and reporting
  6. Leadership, organizational and problem solving skills and excellent attention to detail
  7. Strong analytical abilities, both quantitative and qualitative
  8. Excellent oral and written communication skills, especially in the functional use of Excel, PowerPoint and Microsoft word
  9. Solid relationship-building skills and cross-cultural sensitivity: ability to interface with external constituents from a variety of backgrounds
  10. Good judgment and discretion to represent the Touch Foundation in a highly professional manner, as well as respect for local “culture.”
