GIZ International Services is has submitted an expression of interest for the EU - funded tender: “Technical Cooperation Program to the Ministry of Public Health” in Kabul, Afghanistan.

The overall objective of the project is to support the Ministry of Public Health in strengthening its technical and managerial capacity to steer and manage the provision of preventive and curative health services, to improve the functioning of the Afghan public health system, to develop and implement strategies and plans as well as oversee their implementation. A special focus will be on the following areas: governance and institutional development (including support to Provincial Health Directorates), human resources and hospitals management. Support to specific health programs, particularly addressing the needs of vulnerable population, will also be provided.

Your tasks

The project manager (m/f) will be leading the project team and will be responsible for reporting and other communication with the EU. Meanwhile he/she will oversee and provide Technical Assistance to the EU supported Grant and Contract Management Unit (GCMU) team.

Your profile

Qualifications and Skills

  • Master Degree in Public Administration, Public Health, Economics or related relevant field for this assignment.
  • Excellent English drafting skills and Fluency
  • Strong analytical and drafting skills

General Professional Experiences

  • Knowledge and experience of institutional development, especially in the context of post-conflict, weak or failing states
  • Working experience with donors, non-governmental organizations, government and civil society
  • Proven ability to develop and maintain good professional relations with stakeholders, particularly counterparts and staff members

Specific professional experience

  • Previous experience in leading teams
  • Minimum of seven years of progressive professional experience in managing of contracts and grants
  • Previous working experience in appraisal of teams
  • Previous working experience in developing ToRs/ technical specifications/tendering documents.
Assignment period

The intended start date is the 7th of August 2016. The period of implementation of the contract will be 30 months from this date.

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and in collaboration with the German Federal Foreign Office (AA) and national and international consultants, GIZ has developed a risk management system that minimises personal dangers and risks. Risk management offices staffed with trained personnel monitor and analyse the situation, issue security reports, and advise our colleagues on safety and security measures.
