The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is a state owned organisation. We work worldwide in the field of international cooperation for sustainable development. GIZ International Services (IS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.
The University Capacity Building Program (UCBP) manages the design and construction of 13 universities throughout Ethiopia, fully funded by the Ethiopian Governement. The Federal Ministry of Education extended the UCBP of GIZ IS aiming at environmental protection and infrastructure development. The goal is to introduce German high-end technology and to start a new capacity development phase to design and construct sewage and treatment plant in Ethiopia. The UCBP´s treatment plant component will run until April 2014. It includes not only the construction of the treatment plants, but also capacity for their operation and maintenance.
Responsibilities
The objective of the position is to responsibly consult the UCBP management, different departments of UCBP and site managers in all technical and management issues related to the execution of the infrastructure works according to strict management disciplines, deadlines and within budget. This includes acquiring resources and coordinating the efforts of UCBP team members and third-party project stakeholders and consultants.
The holder of the position is responsible that the construction time and work plans are implemented according to contractual requirements in close cooperation with all pertinent departments.
Tasks
I. Managerial Tasks:
- Consult and manage the planning, contracting, procurement of materials for the SWWTP and advise the construction process according to the pertinent work and time plans; the planning needs to be conducted in close cooperation with MHE;
- Maintain conducive and professional working relations with all departments of the UCBP;
- Guide and advise the site managers and the implementation team in all technical and managerial issues whenever necessary;
- Maintain a conducive and professional working relations with MH-Engineering;
- Maintain a conducive and processional working relation with the consultants of the treatment plant;
- Consult regularly (weekly jour fix) with the Director of UCBP to discuss progress made, problems encountered, mitigations plans indentified during the course of implementation;
- Advise the Director UCBP on all procurement and construction related issues concerning the UCBP Infrastructure works;
- Coordinate and manage the link between the HUB and the HQ for decision making and smooth working relation with the consultants.
II. Technical Tasks:
- Design a detailed process, work and time plan
i. for the contracting of consultants and services in close cooperation with contract administration unit,
ii. for the preparation of infrastructure SWWTP materials list and procurement in close cooperation with implementation and procurement & logistics unit
iii. for the smooth implementation of all measures on site under the agreement;
- Identify external resources (international/national consultants) considered necessary to push forward the entire process;
- Draft Terms of References for international / national consultants and manage their assignment in consultation with the Director of UCBP;
- Be the focal point for following up the works schedule and in general the agreement of the treatment plant consultants;
- Continuously monitor and evaluate and coordinate the activities of the treatment plant consultants and plan thoroughly their required intervention;
- See to it that a filing system is installed according to GIZ’s rules and regulations which documents progress made with regard to the contractual deliverables;
- Continuously monitor and evaluate the budget, actual work progress against planned progress, and explore option how to render the working processes and procedures more effectively;
- Regularly assess the outcomes and impacts achieved in contracting, procurement and construction and report to the management;
- Draft input for the quarterly progress report.
III. Administrative Tasks:
- Compile the monthly contracting, construction and capacity development reports for the presentation to the client. The report must report on activities undertaken, results achieved, justifiable reasons for variance, problems encountered, good practices identified.
Rights
- The holder of the position is authorized to inspect the sites at any time;
- The holder of the position is authorized to call internal meetings of the construction consultants whenever considered necessary;
- The holder of the position is a member of the UCBP management team.
Other duties / Additional Tasks
- Special tasks, which are of relevance to the UCBP Infrastructure works, have to be undertaken on request by the Director UCBP.
Duration
12 – 18 months – starting as soon as possible.
