Job Description
Overall Responsibilities
The Management Information System (MIS) Project Manager, supports activities contributing to the implementation of the City of Tshwane (CoT) Management Information System (MIS) strategy. He/she is responsible for providing direct technical assistance to members of the CoT eHealth team, according to the approved CoT project plan. The Project Manager works in close collaboration with the various members of the MSH team, particularly the Software Development and Software Implementation MIS Clusters, to ensure that the MSH South Africa programme is kept on target and is responsive to the project timeline, deliverables and ensure client satisfaction. This includes strengthening the provision of technical assistance to apply MSH tools, the coordination of data collection activities in activities implementation, support of operational research, sector assessments and evaluations and the organization of national and provincial workshops and trainings. The Project will be based at the MSH Pretoria office. He/she reports to the MIS Deputy Director.
Specific Responsibilities
- Lead, develop and manage and finalize requirements documents and functional specifications
- Lead technical working groups/Project management teams to ensure deliverables and milestones are met.
- Accountable to ensure performance metrics/client satisfaction, serve as the main laison between MSH and its primary clients.
- Ensure the software solution architecture is aligned with the product direction and strategy
- Ensure delivery of high-quality product, in accordance with the specifications; ensure user compliance to specifications and recommendations in managing updates and upgrades.
- Develop and manage product implementations and user trainings
- Update and maintain all solutions-related documentation and manuals
- Manage integration / interface development across solutions/tools
- Interfacing with project teams as the product and subject matter expert
- Monitor expenditure against the budget and ensure that agreed targets are met
- Manage and maintain documentation, demonstrations, presentations, user forums and other information disseminating tools as needed.
- Support MSH country teams in training clients / users and troubleshooting for staff, partners and users
- Identify new technologies, functionality, hardware to continuously refine CPM’s software solutions
- Demonstrated knowledge of project management best practices.
- Support and contribute to any other relevant technical areas as agreed with the MSH management team.
- Excellent verbal, written communication skills and interpersonal skills
- Prior experience in delivering complex projects within the public sector preferred.
- Prior experience in working within eHealth preferred.
- Ability to multi-task and prioritize tasks
Qualifications
- Post graduate degree in Information systems development/implementation or a related or equivalent technical field. Undergraduate degree in technical field
- 8+ years business experience within software development, implementation required
- 5+ years of systems implementation experience
- 3 years of managing/supervising development and implementation of systems
- 3+ years of experience in overseeing the entire product development lifecycle
- 5+ years of experience writing functional specifications and providing direction to creative, usability, development and quality assurance stakeholders
- Demonstrated success in problem solving and innovative thinking
- Strong communication and writing skills
- Demonstrated advanced computer skills in Microsoft Office Suite Applications including Word, Excel, Outlook, and PowerPoint
- Available to travel within South Africa as needed
- Eligible to work in South Africa, valid driver’s licence
