POSITION SUMMARY
Horn Relief is seeking a qualified and committed individual to join the Horn Relief team as a Project Officer for the Public Private Partnership project to be undertaken in Borama in Somaliland. Based in Borama, the Project Officer will be a full-time member of the Horn Relief team and will play a crucial role in the management of the PPP project in the region.

ORGANIZATIONAL BACKGROUND
Horn Relief is an African-lead international development and humanitarian organization that aims to improve the conditions of those who are living in marginalized areas in the Horn of Africa. We strengthen rural livelihoods through environmental awareness, training, technology transfer and innovative humanitarian projects in pursuit of a peaceful, self-reliant, and greener future. Currently, Horn Relief operates 5 offices in Somalia/Somaliland and has an annual operating budget of over US$ 8 million per year for its operations in the country. Horn Relief anticipates expansion of programs to other countries in the Horn of Africa region. Horn Relief works in the following sectors: food security and livelihoods, cash based response, environment, education (formal and non-formal), water and sanitation, gender and human rights, and humanitarian programs.

PRIMARY RESPONSIBILITES
The Project Officer will undertake a number of duties and responsibilities, including:
-Assisting the Program Coordinator and Project Manager in the implementation, monitoring, reporting and evaluation of the PPP project in Boroma District.
-Oversee and manage project expenditures, ensure budget is strictly adhered to, financial procedures are respected and all supporting documents are sent to Nairobi per required schedule.
-Manage the Horn Relief office in Boroma and the project staff, including project assistant and other local staff.
-Assist the Program Coordinator and Project Manager in organising project related workshops and meetings in terms of logistics and any other necessary preparations.
-Draft Monthly, Quarterly and Annual project progress reports and submit to the Project Manager on the progress of activities and difficulties encountered.
-Liaise directly with communities, elders and local authorities, as well as other agencies operational in Boroma district (particularly any carrying out water works) regularly to ensure coordination and effective implementation of activities.
-If required carry out needs assessment or monitoring missions within Boroma district or outside of your duty station on a range of sectors and provide feedback in a reporting format.
-Ensure that all records pertaining to this project are properly completed and stored in a secure place.
-Translate conversations if and when required for non-Somali speaking staff from Somali to English as well as documents if required.
-Monitor and update Nairobi on security matters as needed and as part of weekly reports.
-Any other duties as required.

QUALIFICATIONS
Horn Relief is actively seeking a candidate who is committed to its mission and vision. In particular, Horn Relief will be seeking a candidate who has:
-Minimum of Secondary Education. University degree preferable.
-Minimum 3 years of relevant NGO or UN experience at the national level is required.
-Ability to multi-task and effectively handle stressful situations.
-Excellent verbal and written communication skills (fluency in both English and Somali required).
-Strong interpersonal skills and ability to establish and maintain effective working relations with a team.
-Proficiency in computer applications such as word processing, spreadsheets, power point, etc.
-Ability to work independently and under pressure in a rapidly changing professional environment.
