Project Reviewer (part-time)

Role Description: Sayara International seeks a consultant (project reviewer) to provide support in the area of monitoring and evaluation. The project reviewer will be involved in ad-hoc evaluation of selected UK government projects implemented within the past years in the Central and Eastern Europe region (Baltic States, Ukraine and Georgia). The position does not require relocation and is home-based. The reviews are expected to help our Client improve the quality of projects and ensure lessons from evaluations are incorporated in future programing.

Responsibilities:

  • Conduct complex and politically sensitive in-depth evaluations at the project level, ensuring that evaluations are carried out in an impartial, objective and credible manner following Client-imposed standards and rules.
  • Identify best practices and lessons learned, promoting their use to improve the Client’s programmes performance.
  • Backstop Independent Project Evaluations, ensuring that Client norms and standards are met.
  • Review the projects within agreed turnaround times and standards of quality.
  • Perform other work-related duties as required.

Qualifications

  • At least five years’ work experience in a professional capacity in monitoring and evaluation
  • University degree in M&E, communications, public affairs, social sciences, international relations or other related discipline
  • Proven ability to carry out complex evaluations and to ensure that evaluation findings are utilization-focused
  • Experience in evaluating projects related to communications, media development, or other related areas.
  • Familiarity with Central and Eastern Europe desirable
  • Excellent oral and written communication skills in English.
  • Capable of quickly absorbing new information and techniques
