Job Description

Plan International USA (USNO) is working with Plan International Nepal, a country office (CO) in the Plan federation, to prepare for an upcoming USAID funding opportunity titled “Adolescent Reproductive Health/Family Planning.” The consultant will be responsible for serving as the Lead Proposal Writer, working closely with Plan’s Business Development Unit (BDU), USNO Lead Technical Advisor and other CO team members under the supervision of a BDU Business Development Manager (BDM). The consultant will provide services including the following:

Technical Proposal Writer

· Review solicitation and all background documents provided by Business Development Manager (BDM) in preparation for assignment;

· Participate in and help lead technical design workshop, particularly storyboarding sessions;

· Gather input from country office staff, technical specialists, partners, and other resource persons during the design process;

· Assist with finalization of results framework, incorporating design workshop discussions;

· Write responsive and high-quality proposal documents (technical approach, activities, annexes such as Management Plan and others as appropriate) in accordance with bid-specific timeline provided by BDM;

· Integrate sections written by other writers (key personnel, etc.) into the technical proposal draft;

· Review and ensure quality, responsiveness, and alignment of technical proposal sections provided by technical staff or partners, and integrate sections into the overall technical application;

· Participate in technical reviews and incorporate all feedback and revisions in a timely manner;

· Work with USNO and CO Technical Advisors to incorporate relevant tables, charts, and other graphics as needed in the technical application;

· Ensure flow and consistency across sections of the technical application; and

· Ensure that the technical application is compliant with all technical and formatting requirements outlined in the solicitation.
