Job Overview/Summary:
The Protection and Rule of Law Manager will be responsible to provide technical guidance and oversight of IRC’s Protection and Rule of Law programming and team. This will include leadership of internal protection and human rights capacity building activities, activity design and implementation as well the identification and analysis of human rights and protection issues of concern. The Protection and Rule of Law Manager will coordinate with other relevant actors (among which UNHCR, government counterparts, and other national and international NGOS), as well as participate in local-level coordination forums (such as the protection cluster), as needed.
Major Responsibilities: Major responsibilities of the Protection and Rule of Law Manager include:
Program Management & Reporting
* Oversee implementation of the Protection and Rule of Law programming, including: timely recruitment; development of program work plans; and reporting in accordance with IRC and donor regulations.
* Develops effective training materials in line with IRC technical best practice and standards.
* Takes the lead on producing succinct and analytical monthly protection reports, highlighting key protection and Rule of Law issues and analyzing trends identified from protection monitoring activities
* Regularly reviews data collected by the teams, reviews data collection methodologies, develops strategies for improving data collection.
* Devises a broader protection services programming strategy.
* Plan and manage the program budgets and ensure administration/logistics policies are adhered to by the team.
Staff Management & Technical Guidance
* Directly supervise and support the Protection and Rule of Law team.
* Provide technical guidance to the Protection and Rule of Law team to ensure adherence to best practice in the approach and response to legal protection issues and support Protection team (GBV/CYPD) for mainstreaming actions.
* Maintain up-to-date familiarity with all relevant provisions of national laws and regulations, in particular related refugees, asylum seekers and IDPs.
* Provide continuous support to build capacity of the team, ensuring the submission of weekly workplans, weekly meetings and professional development opportunities in-line with performance monitoring and evaluation plans.
* Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance, including timely implementation of the annual staff performance management system.
* Clearly define the training needs of direct reports and ensure they are able to access training and professional development resources appropriate to their skill gaps/needs for Protection team.
* Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions including staff development plans.
Representation, coordination and advocacy
* Attend relevant coordination forums such as the protection cluster.
* Forge connections with counterparts including INGO, Local NGO, governmental and other non-governmental stakeholders.
* Collaborate with the WPE Manager/Coordinator to identify and coordinate advocacy plans and initiatives on protection issues of importance and concern.
* Collaborate closely with other program departments in order to ensure that linkages between programs are made and programs gain from training best practice.
* Lead with commitment, integrity and accountability to the “IRC Way” - Global Standards for Professional Conduct.
* All other duties as assigned.

Job Requirements:
Education:
* Advanced University Degree in Social Sciences, International Relations, Human Rights, Social Work, Law or related field
Work Experience:
* At least three years of prior professional experience in protection programming with and NGO and/or international organization managing program activities
* Two years of experience working in emergency/conflict settings
* Strong protection background and knowledge of refugee and IDP context and ability to set up protection monitoring systems and case management systems for vulnerable cases
* Familiarity with program design, including log frames, budgeting and grants/report writing preferred
* Knowledge of ECHO, UNHCR, PRM and other donor regulations and procedures is an asset

Language Skills:
* Excellent drafting and oral communication skills in French
